- This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Regional Office (SERO) located in Saint Petersburg, FL to provide National Environmental Policy Act (NEPA) Classes for up to 30 students. This constitutes the only Request For Quote (RFQ), written offers are being requested; and a written RFQ will not be issued. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. The line item(s) will be provided in accordance with the specifications listed herein. The prices shall be all inclusive of costs. Quotes submitted in response to this notice should include the following: 1. Technical Proposal which: (a) Describes the offerors relevant specialized experience over the past five years with the Southeast Regions NEPA operations. (b) Demonstrates the offerors integrated expert knowledge of the National Marine Fisheries Service, Southeast Region?s fishery management operations, the Magnuson-Stevens Fishery Conservation and Management Act, and the National Environmental Policy Act (NEPA). (c) Discusses the extent of experience in offering short environmental courses as evidenced by previous course agendas, slides, and course notebooks provided with the quote (or as directed web sites). (d) Includes a management plan for controlling the delivery of services. 2. Past Performance ? Provide information, documentation and descriptive literature which demonstrates the firm?s capability to provide training that meets or exceeds the Government?s requirement. 3. A list of references including name and telephone numbers of firms to whom the offeror has provided training that is the same or equal to that described herein. 4. A completed price schedule for all line items identified in this notice. 5. FAR provision 52.212-3 Offeror Representations and Certifications ? Commercial Items (completed), or a statement verifying that this has been done through ORCA. 6. Certification of registration in CCR. This is a firm fixed price request for quote. OBJECTIVE: The objective of this purchase order will be to provide three separate National Environmental Policy Act (NEPA) courses with a maximum of 30 participants each, on three separate dates for NEPA Basic, NEPA Writing, and NEPA Cumulative Effects topics in accordance with the Statement of Work (SOW) and terms and conditions contained herein. All training will be conducted at the Southeast Regional Office, located in St. Petersburg, FL. CONTRACTOR PERFORMANCE REQUIREMENTS Specific Duties: 1. NEPA Basic ? This course includes fundamental definitional and process information on NEPA, the Council on Environmental Quality (CEQ) regulations (available at http://www.nepa.gov/nepa/regs/ceq/toc_ceq.htm ), and NOAA Administrative Order (NAO) 216-6 (available at http://www.nepa.noaa.gov/NAO216_6_TOC.pdf ). Particular attention will be given to the NOAA NMFS environmental review process in NAO 216-6, and the determinations related to when Categorical Exclusions (CEs), Environmental Assessments (EAs), or Environmental Impact Statements (EISs) are appropriate for actions involving fisheries, Fishery Management Plans (FMPs), and their amendments; habitat conservation, including essential fish habitat; and protection measures for threatened or endangered species. Case studies and reviews of selected court cases will be included. Training will take place during normal operation (Monday through Friday) and last for approximately 8 hours each day. Deliverables: Electrons of the Agenda and PowerPoint slide set; a notebook with the agenda, slides, pertinent reference material, and course evaluation form and 1 copy of the NEPA Book (available at bookstores, Amazon.com, etc.) to each student; and on time course delivery by an expert instructor in a classroom setting. 2. NEPA Writing Workshop ? This course will indentify basic writing requirements related to EAs and EISs, delineates fundamental technical (scientific) writing principles, and applies these principles in the review of selected sections of example NEPA documents. The sections include Purpose and Need, Determination of Impact Significance, and Evaluations of Alternatives. The agenda blends lectures on fundamentals and related court cases with working sessions on document reviews. Deliverables: Electrons of the Agenda and PowerPoint slide set; a notebook with the agenda, slides, pertinent reference material, and course evaluation form and 1 copy of How to Write Quality EAs and EISs (produced and available from The Shipley Group) to each student; an on time course delivery by an expert instructor in a classroom setting. 3. NEPA Cumulative Effects Assessment ? This course will address the fundamental definitions and concepts related to Cumulative Effects Assessment (CEA). Particular attention is given to the 11-step methodology developed by CEQ (listed on page 10 of CEQ?s 1997 Considering Cumulative Effects Handbook). Applications of the steps are illustrated in a series of workshops involving a simulated FMP amendment. Finally, specific topics such as determining reasonably foreseeable future actions, addressing historical (reference) conditions, and documentation of CEA results are addressed. Training will take place during normal operation (Monday through Friday) and last for approximately 8 hours each day. Deliverables: Electrons of the Agenda and PowerPoint slide set; a notebook with the agenda, slides, pertinent reference material, course evaluation form, and 1 copy of CEQ?s 1997 Considering Cumulative Effects Handbook (available at http://www.nepa.gov/nepa/ccenepa/ccenepa.htm ) and EPA?s 1999 Consideration of Cumulative Impacts in EPA review of NEPA Documents (available at http://www.epa.gov/compliance/resources/policies/nepa/cumulative.pdf ) to each student; and on time course delivery by an expert instructor in a classroom setting.
