Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), located in Boqueron, Puerto Rico, intends to establish a fixed price purchase order for the design and production of a bilingual laminated field guides with checklists on intervention procedures that will be utilized by law enforcement officers on a sole source basis from MRAG Americas, Inc., Saint Petersburg, FL based on the following: 1) The objective is to create a laminated field guide law enforcement officers in Puerto Rico can carry with them in the field; 2) This project builds on FY06 efforts to create a guide for law enforcement officers with chapters on the biology and importance of managed species and their habitats; 3) NOAA NMFS does not have the necessary resources or equipment to create the design and layout of the field guide; 4) MRAG was contracted to complete the original 4 chapter guide and the checklists are part of Chapter 3 of that requirement; 5) MRAG has the text, images, and layout of the checklists completed as part of the document that was previously produced; 6) MRAG has the equipment and software to complete the layout of the field guide quickly as required by the Scope of Work; 7) MRAG Americas, Inc. has a long history and experience conducting marine conservation, outreach, and resource management in the Caribbean region, in addition to experience in the development of educational and bilingual materials; The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Responses can be faxed to Carey Marlow at (816) 274-6923 or submitted via email to carey.m.marlow@noaa.gov . Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide the required laminated field guide checklists summarizing procedures to follow based on the type of habitat or organism and action being realized during interventions; 2) Demonstrated knowledge of the regulations biology for Law Enforcement Officers in Puerto Rico, related to the management of coral reef fishery species and habitats. The applicable NAICS code is 541620. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
