- This is a notice of intent to modify an existing contract on a sole source basis and is not a request for proposals. The National Nuclear Security Administration (NNSA) intends to modify contract number DE-AC52-04NA25472 with Aon Risk Services, Inc. to obtain immediate, reimbursable emergency payments in the form of liability coverage to potentially injured parties as a result of NNSA Office of Secure Transportation or Nevada Site Office aircraft operation. This coverage will include coverage to third parties, including passengers and crew, baggage (including declared values), personal effects liability, and cargo liability (including declared values). Usual areas of operation are continental USA but occasional foreign travel is possible. The minimum liabilities to be provided are: Combined Single Limit Bodily Injury, Property Damage, and Passenger Legal Liability in the amount of $100,000,000.00 (U.S.) any one aircraft/occurrence. Extended Coverage Endorsement (Aviation Liabilities) provides a minimum sub-limit of $50,000,000.00 (U.S.) any one occurrence and in the annual aggregate, except in respect of passengers to whom the full policy limit shall apply excess of a deductible of $100,000,000.00 (U.S.) each and every occurrence. NNSA intends to modify the contract because solicitation number DE-RQ52-07NA28015 published on May 21, 2007 did not produce any small business firms capable of providing the insurance coverage. Therefore, the existing contract will be extended for one year to permit NNSA ample time to revise its acquisition strategy to competitively obtain the coverage. THIS IS A NOTICE OF INTENT TO AWARD SOLE-SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed commercial item contract modification based upon lack of responses to the earlier notice is solely within the discretion of the Government. This is an intent to award notice, therefore proposals cannot be submitted directly on this notice.
