Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00604-07-T-0324. This combined synopsis/solicitation documents and incorporates provisions and clauses in effect through FAC 2005-17 and DFARS Change Notice 20070531. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses and provisions may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/drars/index.htm. The NAICS code is 541611, the FSC code is R799, and the Small Business Size Standard is $6.5 Million. The Fleet and Industrial Supply Center (FISC), Pearl Harbor, Hawaii intends to acquire Evaluation Support Services for the technical and price evaluation phases for the Pacific Missile Range Facility (PMRF) ROS/BOS re-procurement. The support services are to include a software tool already developed by ASC Group. The Government intends to negotiate with only ASC Group under the authority of FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements. Services are deemed to be available only from the original source since this procurement is a follow-on contract for continued acquisition support and award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The ASC Group was contracted for the initial phase of the ROS/BOS re-procurement to assist the Government in the development of the Performance Work Statement, Independent Government Estimate , Data Pack and Performance Assessment Plan. The evaluation module of the same software tool that was used to develop the IGE under this first phase of the re-procurement effort will be used for the evaluation phase. Therefore, this is intended to be a sole source action with ASC Group. Interested persons may identify their interest and capability by submitting a proposal in response to the attached solicitation. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. All quotes shall include price(s), FOB Point, payment terms, Commercial and Government Entity (CAGE) code, a completed FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items; DFARS Clause 252.212-7000, Offeror Representations and Certifications ? Commercial Items; and a completed Local Clause G3, Representative of the Contractor. The quoter is encouraged to use the Standard Form 1449, ?Solicitation/Contract Order for Commer cial Items.? All proposals received within 10 days of publication of this synopsis will be considered by the Government. The period of performance is one year beginning at contract award estimated on 27 July 2007. A single award will be made based upon Technical Capability, Past Performance, and Price. Award will be conducted under the provisions of FAR Part 12 Commercial Items and FAR Part 13 ? Simplified Acquisition Procedures. All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this announcement. Quoters must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/.
