- The following is a Request for Information (RFI). This RFI is for information and planning purposes and does not constitute a Request for Quotations or Proposals. Responses to this RFI cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to provide an opportunity for industry comment, identify potentially interested sources, and to identify potential problems and receive alternative recommendations in order to enhance the success of any future procurement for these services. The government believes industry feedback is important, and is receptive to any and all ideas from industry which would result in limiting unnecessarily constraining requirements, realizing cost savings, or highlighting potential technical or contractual challenge areas associated with this initiative. Any comments provided should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed, but as an opportunity to im prove an eventual solicitation package. Comments are solicited regarding the following: 1. The Regional Contracting Office-SW is considering a no cost contract (or contracts) for the removal and disposal of recyclable kitchen grease. The scope would require periodic emptying of contractor provided grease barrels with secondary spill containers for approximately 16 buildings. Kitchen grease removal does not include any confined space entry. With the recent popularity of bio-diesel, the Government believes there may be interest in utilizing the grease for this purpose. Camp Pendleton is a large facility, covering nearly 200 square miles. The dining facilities/mess-halls where the grease would be picked-up are scattered throughout the base. Review by and input from potential sources is requested. Replies are requested to address, at a minimum, the following: a) What is the minimum monthly quantity that would be required to make this a viable no-cost contract? b) Is there a maximum that potential sources can process due to regulation or capacity limitations? c) Is there a specific quality limitation that is needed to utilize the grease for the intended purpose? d) Are there any industry-specific terms and conditions that the Government should consider. e) Are there any special permits or insurance requirements imposed by state or local regulations? Responding firms are requested to state their business size and the intended usage of the grease. Replies will be separated from, and have no bearing on subsequent evaluation of proposals submitted in response to any resulting request for proposals or quotations. The use of comments received from industry to complete final statements of work and resulting solicitation documents will be at the sole discretion of the Regional Contracting Office-SW. Eligibility in participating in future acquisition does not depend upon a response to this RFI. The government shall not critique a potential offeror?s comments and the government will not pay for the informat ion solicited and shall not recognize any costs associated with submission of the RFI. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such.
