Description
The US Coast Guard, Aircraft Repair and Supply Center?s (ARSC) H-60 Product Line has a requirement for a software configurable Commercial Off the Shelf (COTS) form-fit-function replacement for the legacy Armament System Controller (ASC) (PN: 8900610-515)(NSN: 1270-01-366-7962) . This new software configurable Weapons Replaceable Assembly (WRA) will reside in the newly designated MH-60T helicopter and shall be integrated into the Rockwell Collins? Common Avionics Architecture System (CAAS). BACKGROUND In the legacy HH-60J avionics suite, the Armament System Controller (ASC) provides the interface between the Tactical Data Processors (TDP), Control Display Units (CDU), and Arming and Launch Panel for the selection, presetting, arming, and launching of MK 46 MOD 1, 11K 46 MOD 2, .MK 46 MOD 5, and MI 50 torpedoes. The ASC also interfaces with the Select Jettison Panel and the Emergency Panel where jettison commands are initiated. The equipment provides for the jettisoning of three external stores stations and has software provisions for handling a fourth. The ASC also provides an interface between the Sonobuoy Launcher and the TDP. The new System's requirements will be fully described in the solicitation. One Contract will be awarded to the offeror that provides the best value to the Coast Guard, considering technical compliance, past performance, price, and price related factors, It is anticipated that the contract will include a 12 months base period followed by four one-year option periods. The statement of objectives with CLIN structures and estimated yearly need will be provided in the solicitation. Solicitation release date is anticipated to be August 6, 2007 and proposal must be received no later than 21 August 2007. All responsible sources are encouraged to submit a proposal which shall be considered by the agency. The Timeline for the submission of proposals is critical in meeting the US Coast Guards mission. Upon submission, All Technical proposals will be evaluated against the Statement of Objectives Criterion. The technical proposal must demonstrate the ability to and/or have historically met the requirements of the Statement of Objectives. The Technical Proposal must not exceed 30 pages. Proposal shall be submitted in two sections, Section 1, Technical Proposal, Section 2, Price Proposal. Written requests for solicitation may be faxed to (252) 335-6790.
