Description
Department of Veterans Affairs, VA Boston Healthcare System, 150 South Huntington Ave, Boston, MA--Intent to sole source procurement under the authority of FAR 6.302-1, only one responsible source with RTS Wright Industries, 15229 Woodcrest Drive, Clive, IA for an automated blood fractionation system. The government determined that only one manufacturer can satisfy the agency's requirement and intends to negotiate with only one source. The system design must have the flexibility to work with cryovials and vacutainers of our specifications. The cryovials must be compatible with an automated capper/decapper system. The system must operate in a continuous mode, i.e. the user will be able to load single racks of centrifuged vacutainers part way through the run. Automatically read bar codes of tubes and racks at each stage so that a complete audit trail is maintained. This should include tracking the ID of each sample processed as well as the location of each aliquot within the sample output racks, i.e. rack ID and position. The system must have the ability to cope with a wide range of blood samples, including differences in the volume of blood in each tube and also consistency of each blood fraction. The system mmust have the ability to separate the three components of centrifuged blood, including plasma, buffy coat and red cells. Once these three levels have been identified they must be automatically transferred to separate cryovials. The system must include a 8 tip pipettor with liquid level detection, a camera based vision system to detect fractions, and controlling device. The system must be able to process at a minimum 500 samples per day. The system must be completely installed and tested by the manufacturer. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any manufacturer that determines it can meet the requirements may give written notification through e:mail to the Contract Specialist, leanne.daniels@va.gov, by July 30, 2007, 2:00PM, EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements at no cost or obligation to the government. All responses received will be evaluated by the government, however the information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no reponses are received, the VA Boston Healthcare System will precede to sole source this requirement to RTS Wright Industries Inc.
