- This is published as a sole source announcement under the authority of the test program for commercial items (Section 4202 of the Clinger-Cohen Act of 1996). The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source pursuant to the authority FAR 13.501(a)(1)(ii). This is a combined synopsis/solicitation. The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to place a sole source contract to Children?s Hospital San Diego to provide maternal triple screens testing services for the Naval Medical Center, San Diego (NMCSD). Services required include accurate testing and interpretation of STAT (time) samples, with results provided within 24 hours after receipt of specimen: perform tests within 3 working days turn around time after receiving the sample; reporting to NMCSD with critical value within one hour of verifying results of testing, providing hard copies of laboratory test results within 10 working days of testing, and providing daily courier service to transport specimens from NMCSD laboratory to testing facility. The Contractor must also have a board certified Geneticist available for consultation. Genzyme Corporation is the only known laboratory to provide maternal triple screens testing services. Children?s Hospital San Diego is currently working on numerous patients with NMCSD and any disruption of this treatment could have a negative impact or even a detrimental effect on over all patient care. The proposed contract is for a base period, 01 October 2007 through 30 September 2008, with 2 one-year option periods to follow. Interested vendors may identify their interest and capability to respond to the requirement or submit proposals, and provide evidence of HIPAA compliance, CLIA certification and CAP accreditation. This notice of intent is not a request for competitive proposals. However, the Government will consider all statements of interest and capability received no later than 26 July 2007. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
