- This is a combined synopsis/solicitation for survey of Hawaii based longline fishermen to obtain information regarding cetacean depredation and reporting events in the Hawaii-based longline fishery; Honolulu, Hawaii. Background Fisheries depredation (removal of fish from fishing gear) by toothed whales is a widespread problem in many oceans of the world. The negative impacts of depredation include economic losses to fishermen, increased pressure on fish stocks, and injury or mortality of whales caused by deterrent methods, entanglement, or accidental hooking. The Hawaii-based longline fishery consists of two separately managed components: the deep-set (tuna-target) fishery and the shallow-set (swordfish-target) fishery. It is a limited access fishery with 164 permits that are transferable. In 2006, 127 Hawaii-based longline vessels were active in the deep-set fishery, and 35 vessels were active in the shallow-set fishery. The deep-set fishery operates year-round. The Hawaii-based longline fishery is experiencing increasing interactions and depredation events involving small cetaceans, specifically false killer whales (Pseudorca crassidens) and pilot whales (Globicephala macrorhynchus). The goal of this contract is to gather Hawaii-based longline fishermen knowledge regarding these cetacean depredation events, such as methods used to avoid depredation and the locations where depredation more frequently occurs. This information should be gathered through informal dockside surveys and individual conversations with the fishermen. Deliverables TASK 1 - DEVELOPMENT OF SURVEY AND REPORT Develop initial project survey methodology and general framework of final report for review and approval of NMFS? staff (in order to ensure consistency of expectations for the project). TASK 2 ? SURVEY IMPLEMENTATION Conduct informal dockside surveys of Hawaii-based longline fishermen (including various ethnic components thereof) in order to gather full-range of knowledge and experiences regarding cetacean depredation events, such as methods used to avoid depredation and the locations where depredation more frequently occurs. TASK 3 ? REPORT Prepare a worthwhile and appropriate report which summarizes the data and findings of the surveys; report should comport with agreed upon expectations as developed under TASK 1. Performance Period TASK 1 - The period of performance for this task is from contract issuance to November 1, 2007. TASKS 2 and 3 ? The period of performance for these tasks is from November 1, 2007 to April 1, 2007. NOTE: Dates are approximate and subject to extension at the discretion of NMFS.
