- The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with the University of Puerto Rico of Mayaguez, Puerto Rico to upgrade the existing Puerto Rico Seismic Network (PRSN) to provide local and regional tsunami warning capabilities. The Government intents to acquire technical services to upgrade and maintain: 1) tsunami monitoring infrastructure consisting of seismic and sea-level instrumentation and 2) the PRSN Communications and Operational Infrastructure in support of NOAA's Tsunami Program (TSU). The existing PRSN is located at the University of Puerto Rico (UPR) and consists of five broadband seismic stations, seismic communications (not real-time), 1 continuous Global Positioning System (GPS), and 6 TsunamiReady tide gauges. UPR also provides system administration and other system related support services under the contract. The PRSN currently utilized by TSU supports NOAA's strategic goals in Weather and Water by enabling its ability to issue timely and accurate tsunami forecast and warning products and to maintain reliable and coordinated data, communications, and dissemination infrastructure in support of TSU. Under TSU, UPR/PRSN will be responsible for the upgrade of: 1) the communications infrastructure at the Anegada Seismic Station to provide continuous real-time, two-way communication system for the transmission of broadband and strong motion seismic and GPS data; 2) 1 of the existing 5 broadband stations in the PRSN to provide on-site recording and timing capabilities to the stations as well as an upgraded communications systems. UPR will also install back-up sea-level tide gauges in Puerto Rico for the existing PRSN sea-level network. UPR will also improve communications and operational infrastructure to enhance interoperability between the PRSN and the National Weather Service (NWS) Tsunami Warning Centers. To support the PRSN increased computational requirements to process tsunami related data, the existing PRSN must be augmented to provide additional support staff services through the end of this contract (September 2008). The aforementioned equipment, upgrades and additional resources must be integrated into the existing PRSN. Vendors who believe they can satisfy the Government's requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrations an ability to furnish a system enhancement capable of meeting the previously cited requirements. Interoperability of the PRSN with the NWS Tsunami Warning Centers is required. Of particular concerns to the Government is accomplishment of the system enhancement without any interruption or degradation of performance both during the actual system as well as during the remainder of the system's life (through, September 2008). Vendors must include in its response, an explanation, in explicit detail, of its plan to implement and manage a seamless integration with the existing PRSN. All detailed technical information and technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet requirements. A determination by the Government not to open the requirement for competition based upon responses is solely within its discretion. Affirmative responses must be received within 45 days after publication of this synopsis. NOTE 22.
