Description
The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service, National Geophysical Data Center (NGDC) proposes to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the University of Texas at Austin to develop an improved version of the Simple Inner Magnetosphere Model (SIMM). SIMM produces a correlation map of particle fluxes within the inner magnetosphere. These maps can be generated from the bounced-averaged particle drift equations calculated by SIMM. In order to generate reliable data-driven maps of the inner magnetospheric particle fluxes, it is important to determine the correlations between fluxes at different locations within the inner magnetosphere. The University will provide: 1. Code Parallelization and Modernization a. Modernize SIMM to Fortran 90 b. Convert SIMM to run in parallel using to MPI 2. On-site Support This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (NTE 100K). This notice is issued for information only. NO SOLICITATION IS AVAILABLE. The University of Texas is the only source that can provide multiple developers with the required expertise to perform the necessary development in this project. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide these services without any detrimental impact to NOAA's program may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact within 15 days after publication of this synopsis. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
