Description: George C. Marshall Center intends to competitively award a firm fixed price non-personal services contract for a Country Study on Kosovo/United Nations for the College of International and Security Studies in Garmisch-Partenkirchen, Germany. The sc ope of work for this contract includes the following: (1) a country study on Kosovo/UN within the methodogical framework of the Research project on From Failing State to Functioning State: Democratic Transformation in War Torn Countries, (2) a detailed r esearch report, (3) the participation in a workshop and (4) the compilation of a final paper aimed at publication. The anticipated contract performance period is 15 September 2007 thru 15 March 2008. A request for quotes (RFQ) will be issued on or around 10 August 2007. Contractors will have approximately 14 days to respond to the RFQ and award will be made using a best value trade-off process, considering language proficiency (Albanian and English), education, experience, past performance and price.
