Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The closing date and time for receipt of proposals is Monday, August 13th, 2007 at 10:00AM ET (local time), proposals should be submitted electronically to dmiller2@peacecorps.gov, 1111 20th Street; Room 4440; Washington, DC 20526; Attn: Deborah Miller, Contracting Specialist, (202) 692-1622. The deadline for submitting vendor questions is Tuesday, July 31st, 2007, at 10:00AM ET (local time). All questions should be submitted electronically to Deborah Miller at dmiller2@peacecorps.gov by this deadline. The solicitation number is PC-07-R-005 and is issued as a Request for Proposal (RFP). The Peace Corps intends to award a firm fixed price contract for a base period of six months effective from the date of award, with four option periods of one year each. REQUIREMENT: BACKGROUND and PURPOSE - Peace Corps is an independent civilian executive agency of the Federal Government established in 1961 by President John F. Kennedy to promote world peace and friendship through the service of American volunteers abroad. The volunteers' service fulfills the three primary Peace Corps goals established in the founding legislation: 1) Improve the lives of people through grassroots assistance, 2) Foster a better understanding of Americans on the part of the people served, and 3) Foster a better understanding of other people on the part of Americans. Since its founding, more than 187,000 volunteers have served in 139 countries throughout the world. The agency currently manages more than 7,700 volunteers in approximately 70 international Posts. For 45 years, a spirit of service and global outreach has been the foundation of Peace Corps' success and growth and represents the core of its organizational culture. The Peace Corps Office of General Counsel, Information Office, Freedom of Information Act (FOIA) Office, Congressional Office, the Inspector General's Office and the Press Office, contemplates solicitation of offers from qualified providers (hereinafter "Offerors") of commercial on-line searchable reference tool to provide timely and accurate information in pursue of their respective office's responsibilities. SCOPE - The Peace contemplates solicitation of offers from qualified providers of searchable reference tools to pursue its' needs related to above-listed Peace Corps offices' activities. Examples of uses are (categorized by office/department): 1) GENERAL COUNSEL: Research of federal court cases, federal court decisions, federal statutes and regulations; Decisions of administrative bodies such as the EEOC; Federal treaty information; Research into federal statutes and their legislative history; Information regarding employment law; Information regarding Freedom of Information Act/Privacy Act and related privacy laws; Constitutional law, such as freedom of speech, separation of powers and other constitutional law; and Related secondary source material for any/all of the above. 2) PRESS OFFICE: Comprehensive search function for research of news, articles and current events from a variety of leading global news sources in the U.S. and abroad, including, but not limited to, major newspapers, magazine and journals, wire services, broadcast transcripts; Research of U.S. regional news (small and medium-sized press outlets); Search ability for biographical and other background information on journalists, editors; Company profiles; 3) INFORMATION OFFICE: Search ability on biographical information, news and historical information from public records, such as person locators, jury verdicts, name and addresses/phone number property records, judgments, liens and verdicts, social security death records, marriage and divorce records and bankruptcy records. 4) Freedom Of Information Act (FOIA) OFFICE: Ability to perform historical research, research of privacy laws and regulations, as well as other related searches. 5) CONGRESSIONAL OFFICE: Ability to search pending legislation, historical research, biographical information, news and current events. 6) INSPECTOR GENERAL OFFICE: Ability to search personal finances, verify biographical information and other historical research. TECHNICAL: Qualified Offerors shall provide a web-based solution which requires no software installation or maintenance by the Peace Corps' information technology office. Access shall be through the Peace Corps' standard web browser. Some of the basic requirements of Offerors' product are: 1) Available twenty-four (24) hours per day, seven (7) days per week; 2) Graphical interface with intuitive, easy to use user navigation features; 3) Customer support services available twenty-four (24) hours per day, seven (7) days per week. Customer support services shall include, at minimum, technical assistance, research assistance, account assistance and web-based training; 4) Concurrent use by authorized Peace Corps users; 5) Offerors' product must provide access to and information regarding all the information/databases/resources cited in the Scope to satisfy the needs of the respective Peace Corps offices listed, specifically the office of General Counsel, Press Office, Information Office, FOIA, the Congressional Office and the Inspector General Office; 6) Search and browse capabilities; 7) Print, download, fax and emailing capabilities; and 8) Encrypted transmissions using advanced encryption standard (AES); 128 Byte Secure Socket (SSL) 3.0 or Transport Layer Security (TLS). Additionally, Offerors should describe their service level agreements, stating such technical specifications as latency standards/ranges; etc. NOTE: This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-18. 52.212-1 Instructions to Offerors-Commercial Items applies to this acquisition. Offerors shall submit two separate proposals: one technical and one pricing. The technical proposal shall be limited to ten (10) pages. EVALUATION FACTORS FOR AWARD: 52.212-2 Evaluation-Commercial Items, para. (a) is filled in as follows: "The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price, and other factors considered. The following factors, listed in descending order of importance, shall be used to evaluate offers: 1) Technical Approach/Specifications, at minimum, demonstrating Offerors' product can provide access to and information regarding the needs of the respective Peace Corps offices listed above, specifically the office of General Counsel, Press Office, Information Office, FOIA, the Congressional Office and the Inspector General Office in addition to meeting all the Technical Specifications listed in the Scope; 2). Prior relevant experience: Offerors shall provide a list of federal, private sector and/or academic clients using Offeror's product. Provide at least four (4) companies which can be contacted for past performance. This should include the company name, contact person, phone number; 3) Price." PRICING: Offerors shall submit pricing on a per seat basis; $________ per seat for up to 15 users; $________ per seat for up to 20 users; $________ per seat for up to 25 users; $________ per seat for up to 30 users; and $_________ per seat for up to 35 users. Currently, the estimated number of users is between 25 and 30 users. Offerors may also submit pricing as an "all-in" monthly fee for the aforementioned breakdown of number of users or a flat monthly fee regardless of number of users. The monthly fee pricing methodology is optional; per seat pricing is mandatory. Offerors must include a completed copy of 52.212-3 Offeror Representations and Certifications-Commercial Items with their offer. The following clauses are hereby incorporated by reference: 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007); 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (Jun 2007); 52.217-8 Option to Extend Services (Nov 1999); and 52.217-9 Option to Extend the Term of the Contract (Mar 2000).
