- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), located in Miami, FL, intends to establish a fixed price purchase order for the creation of electronic (pdf) files of all material associated with the Western Atlantic Turtle Symposium (WATS) forums, including national reports, databases, proceedings, recommendations, and annotated literature reviews, on a sole source basis from WIDECAST Inc., Beaufort, NC based on the following: 1) The first WATS convened in Costa Rica (July 17-22, 1983) and the second followed four years later in Puerto Rico (October 12-16, 1987). The reports and databases that comprise the National Reports and Proceedings of these symposia are an important part of the historical literature in the Wider Caribbean Region. They feature data on the distribution and abundance of nesting, as well as datasets available at the time related to trade and commerce, sea turtle landings, bycatch, and other threats (predation, poaching, and erosion). Legislative text is often presented, and some national reports have very useful anecdotal information on public views towards sea turtle conservation and status a generation ago. The WIDECAST library includes original copies of the four primary WATS proceedings volumes (Bacon et al. 1984 a,b,c; Ogren 1989), including Volume III of the 1983 meeting which comprised of national reports from 43 governments and a follow-up 36 national reports submitted to WATS II; 2) WIDECAST holds the only known complete set of original national documents and, as such, is in a unique position to make this data available to a new generation of researchers, conservationists, managers and policymakers; 3) WIDECAST will create electronic (pdf) files of all material associated with the WATS forums, including national reports, databases, proceedings, recommendations, and annotated literature reviews, and post them to the Internet for easy public access; 4) WIDECAST is uniquely capable of undertaking this project not only because of the archived WATS material available in its library, but through its extensive regional network the national reports will be returned to their original authors for validation; 5) WIDECAST holds the only known complete nesting site database for the Wider Caribbean Region, having mapped more than 2000 nesting grounds that will serve as a baselayer for creating maps (not included in the original volumes) of all (geo-referencable) WATS-associated data. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide the required digitization of the WATS database and proceedings as described herein; 2) Demonstrated ability to provide original copies of the four primary WATS proceedings volumes, including Volume III of the 1983 meeting which is comprised of national reports from 43 governments and a follow-up 36 national reports submitted to WATS II; 3) Demonstrated ability to create electronic files of all material associated with the WATS forums, including national reports, databases, proceedings, recommendations, and annotated literature reviews; The applicable NAICS code is 519120.
