- PROJECT TITLE: Guadalupe River, California Contract 3A LOCATION: San Jose, California TYPE OF AWARD: This acquisition is proceeding as an Unrestricted Request for Proposal (RFP). Large businesses competing for this project must comply with the FAR 52.219-9 Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are: 51.2% for Small Businesses; 8.8% for Small Disadvantaged Businesses; 7.3% for Women-Owned Small Businesses; 3.1% for HUBZone Businesses; and 1.5% for Service Disabled Veteran Owned Small Businesses. Estimated Cost Range is between $10,000,000 and $20,000,000 This Procurement will be conducted under FSC CODE: Y222, SIC CODE: 1622, NAICS Code: 237310. The size standard for this code is $31,000,000. JOB DESCRIPTION: This project consists of structural an d channel improvements at Coleman Avenue, Coleman Bridge and replacement of Union Pacific Railroad Bridges Nos. 3 (vehicular bridge) and 4 (railroad bridge) between New Julian Avenue and Coleman Avenue, all in downtown San Jose, California. The primary o bjective is to provide 100 year flood protection to the areas of San Jose adjacent to the river by strengthening the Coleman Avenue bridge abutments, constructing a two-track railroad bridge (trestle/steel piling, approximately 40-feet wide by 175-feet lon g) and associated approaches, constructing a vehicular bridge (concrete girder, two-lane with two pedestrian sidewalks and two bike lanes, approximately 50-feet wide by 200-feet long), constructing a pedestrian under crossing, constructing a maintenance ro ad, and constructing environmental restoration features. The work is necessary to provide hydraulic capacity not provided by the previous bridges and to also provide the required recreational features. All PROPOSALS are due in not later than 14 SEP 2007, at 3:00 pm PDT. The acquisition method is negotiated procurement. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government.
