Description
The U.S. Department of Commerce, (USDOC) Great Lakes Environmental Research Laboratory (GLERL) in Ann Arbor, MI intends to award a sole source purchase order, for a base period and four option years to the Freshwater Benthic Services, Mr. Michael Winnell in Petoskey, MI to identify Oligochactes and Chironomids from Lake Michigan and Lake Erie. As part of a long term monitoring effort in Lake Michigan, and a study to assess ecological impacts of hypoxia in Lake Erie, benthic organisms were collected over various time and space scales in both lakes. These organisms were counted and separated into various taxonomic groups at GLERL. Two groups, Oligochaeta and Chironomidae, need to be further identified to the genus or species level. Personnel at GLERL do not have the time and/or expertise to do the identifications. Mr.Winnell of Freshwater Benthic Services, Inc. has been identifying Oligochaeta and Chironomidae for over 30 years and is especially familiar with species present in Lake Michigan and the Great Lakes. He has published a monograph documenting all the chironomid species found in the Great Lakes. ?Unique skills? are acquired by taxonomists only after long term experience and familiarity with species characters, morphological variations, and comparative distinctions. Species are then easily and efficiently identified, and a typical specimens duly recognized. In the Great Lakes, there are over 200 species of chironomids and over 90 species of oligochaetes. The long term monitoring project in Lake Michigan has been ongoing since 1980 and Mr. Winnell has provided identifications of Oligochaeta and Chironomidae since the project was initiated. Both groups contain species that are excellent indicators of environmental change but only if identified to the genus or species level. Consistency in identifications is essential since any change in species composition must be regarded as a response to environmental conditions and not to the person making the identifications. Mr. Winnel has a unique knowledge of the species. The Government does not know of any other source that has the long term experience and familiarity with the species character, morphological variations and comparative distinctions. This experience and knowledge is critical for the collection and analysis of data consistency in the data collected; and ensuring that changed conditions can be easily detected. Anticipated performance period is date of award through September 30, 2008 with four option years when additional funds become available. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Firms must demonstrate they have extensive experience in gathering the same or similar data from species in Lake Michigan and Lake Erie. Demonstrate their familiarity with the oligochactes and chironomids species and their ability to identify these species to the genus or species level. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Vendor must provide a DUNS number (http://www.dnb.com/us/ ) and register with the Central Contractors Registration (http://www.ccr.gov/ ).
