- It is the Governments intention to negotiate on a sole source basis with the Great Lakes Commission (GLC) to provide technical and administrative support to the U.S. Army Corps of Engineers Great Lakes & Ohio River Division (LRD). A. Includes sup port coordination with Buffalo, Chicago, Detroit, and LRD on planning and program implementation between each Great Lake State and the Corps. B. Maintain regular contacts with representatives from key agencies from each state; assist in the development o f programmatic plans; maintain and update lists of State and local agency contacts; update lists of State priority tributaries for model development; identify opportunities to partner with State and local programs such as TMDL evaluations, non-point pollu tion prevention, stormwater & watershed planning, and soil conservation; organize meetings with States or regional interest groups, and; prepare periodic correspondence and reports on program activities and implementation. C. Facilitate coordination betw een the Corps and 208 soil and water conservation districts (SWDs) in the Great Lakes Basin. Provide contacts information with SWDs to Corps districts, facilitate meetings and workshops, and represent the Corps at selected meetings of SWDs to provide info rmation about the 516(e) program. D. Facilitate coordination between the Corps and the U.S. Department of Agriculture (U.S.D.A.) funded Great Lakes Basin Programs for Soil Erosion and Sediment Control to enhance efficiencies and effectiveness of the two agencies. Track grants under this program and facilitate common links between the 516(e) program and U.S.D.A.s programs. E. Facilitate coordination between the Corps and International Joint Commission (IJC), USDA-Natural Resources Conservation Service (NRCS), and the U.S. Environmental Protection Agency (USEPA) on the activities of the 516(e) program through direct contacts, attending regional meetings related to soil erosion and conservation, and providing information about the 516(e) program for inclu sion in newsletters and web sites of these agencies. F. Coordinate scoping meetings with state and local agencies to identify water and land management needs. Anticipate (4) scoping meeting per period of contract. G. support the Corps in distributing modeling technology through training workshops and the Internet. Anticipate (2) training one-day workshops per period of contract. H. Facilitate public outreach, prepare articles for trade journals and news letters and announcements on the Great Lakes I nformation Network (GLIN). I. Create, update, and maintain the project web-site, access to the modeling tools and project reports, coordination activities, and links to related programs as shown on the existing website (www.glc.org/tributary/ ). The web site is updated twice a year. J. Prepare briefing papers on regional trends or issues that are relevant to this program. Prepare a briefing paper on the potential impacts on soil erosion and nonpoint source pollution in the Great Lakes region resulting from increased farming of corn for the production of ethanol as a gas supplement. This briefing paper shall be coordinated with experts from states and academia and prepared within 4 months. The services are provided for a 12 month period. Specific date s for the periodic meetings and workshops will be identified by the Corps in consultation with the GLC. A Justification for Other Than Full and Open Competition has been prepared by the Government. The statutory authority for sole sourcing is 10 U.S.C. 230 4 (b)(1)(ii), as set forth in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
