- Change #1: Information that states: The solicitation will be issued as a competitive One-Phase Design/Build Request for Proposals (RFP) conducted in accordance with the procedures and method of evaluation outlined in FAR Part 15 and Section 00111 of the Solicitation _Proposal Submission Requirements, Evaluation Criteria and Basis of Award._ One firm-fixed price contract will be awarded to the firm submitting the proposal that conforms to the RFP, is considered to provide the most advantageous of fer in terms of the evaluation factors, including price, and is determined to be the best value to the Government. It is the intent of the Government to make award based upon initial offers, without further discussions or additional information. Th e Solicitation will be issued in electronic format only on FedTeDS at http://www.fedteds.gov/fedteds/start.nsf/frm.VendorLogin?OpenForm&SolicitationNumber=W912DW-07-R-0044 on or about 31 July 2007. Is hereby deleted and replaced with the following information: The solicitation will be a Two-Phase Design-Build Request for Proposals (RFP) conducted in accordance with Federal Acquisition Regulations (FAR) Part 36.3 entitled: Two-Phase Design-Build Selection Procedures. Phase One will involve offerors submission o f qualifications in accordance with section 00110 of the solicitation entitled: Phase 1 of 2 Phase Design-Build Selection Procedures. Phase One submittals will be evaluated and the Contracting Officer will select up to three of the most highly qualified o fferors to submit proposals for Phase Two. Phase Two will require the offerors selected in Phase One to submit technical and price proposals, which will be evaluated in accordance with FAR Part 15 and section 00120 of the solicitation entitled: Phase 2 De sign-Build Selection Procedures and Basis of Award. One firm-fixed price contract will be awarded as a result of the Phase Two evaluations to the firm submitting the proposal that conforms to the RFP, is considered to provide the most advantageous offer i n terms of the evaluation factors, including price, and is determined to be the best value to the Government. It is the intent of the Government to make award based upon initial offers, without further discussions or additional information. Instructions for Phase One of the solicitation will be issued in electronic format only on FedTeDS at http://www.fedteds.gov/fedteds/start.nsf/frm.VendorLogin?OpenForm&SolicitationNumber=W912DW-07-R-0044 on or about 02 August 2007. Change #2: Under scope of work description for the Construct 195-Child Capacity Child Development Center (CDC) Ages 6-10, pedestrian overpass is hereby deleted. Change #3: Under scope of work description for the Construct 195-Child Capacity Child Development Center (CDC) Ages 6-10, add: Exterior work will include provision for new play areas, new exterior play areas, sidewalks and fencing.
