Description
VA Medical Center, Indianapolis, IN will be accepting sealed bids on September 6, 2007 at 2:00 p.m. This Invitation for Bid is 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). NAICS Code 238120, size standard $31.0 mil applies. This project has a magnitude construction range between $25,000 and $100,000. Contractor shall provide all tools, equipment material and labor to accomplish the following per contract drawings and specifications. Replacement of six (6) existing single-wall day tanks with new double-wall tanks and associated modifications. Four (4) of the tanks are located at the Marion campus (three (3) in Bldg. 175 and one (1) in Bldg. 190) and the other two (2) are located at the Fort Wayne campus (one (1) in Bldg. 2 and one (1) in Bldg. 16). Size of the tanks shall be as indicated on the drawings. It is the intent for the replacement to be as "turnkey" as possible, however, certain alterations, modifications, and additions will have to be made to the existing piping systems serving the tanks and other additions required as a result of double-wall construction. The contractor will be responsible for providing and installing all associated materials and equipment to complete these modifications and additions as required for connections to and complete working operation of the new tanks. Not all connections to the tanks are shown on the drawings. Examples of the materials the contractor will be responsible to provide and install include pipe, pipe fittings, hangers, filters and filter housings, strainers, hand pumps, pressure and fuel level gages, shut-off valves, solenoid valves, thermal overload switches, conduit, and wiring. Installation and mounting shall be in strict accordance with the drawings, specifications, manufacturer's printed instructions and the instructions of the tank supplier. During replacement, contractor will be required to provide and connect a portable, temporary 25 gallon day tank (manual fill) while the existing tank is being replaced. Existing tanks shall be drained prior to replacement. The tank located in Bldg. 2 must be manually drained and, the fuel transported to and placed in the underground tank located on the east side of the building. Refilling operations shall be performed in the presence of a VA representative and be used as a test to ensure alternate pump operation on each tank during the refilling. The test operation shall be documented and a written record provided to the COTR at the completion of each test. Upon completion of the installations, all new piping shall be painted to match existing and labeled to indicate type with arrows indicating direction of flow. All this work is located at the VA Northern Indiana Health Care System-Fort Wayne Campus located at 2121 Lake Ave., Fort Wayne, IN 46805 and the VA Northern Indiana Health Care System-Marion Campus located at 1700 East 38th Street, Marion, IN 46953. Time to Completion: 180 Calendar days from Notice to Proceed. Bidders are reminded that all work shall take place in a healthcare environment and must conform to all applicable codes and standards for the Department of Veterans Affairs as well as state, local and Federal requirements. Bids will be publicly opened at place and time to be specified in the invitation. A mandatory site visit is scheduled for August 28, 2007, at 11:00 a.m., Bldg #175, Marion Campus, 1700 E. 38th Street, Marion, IN 46953 and August 28, 2007, at 1:00 p.m., Bldg #2, Ft. Wayne Campus, 2121 Lake Ave., Ft. Wayne, IN 46805 local time. . All prospective bidders are encouraged to attend. Telephone requests for information WILL NOT be honored. Bidders are advised that no contract will be awarded to any firm not listed in the Central Contractor Registration (CCR) database.
