- The USDA, ARS, LSO intends to solicit and negotiate with only one source Biolog Inc., 21124 Cabot Blvd., Hayward, CA 94545 for an Omnilog II Plus Combo system with a computer, monitor, and printer configured for automated incubation and identification of bacteria, yeast, filamentous fungi and phenotype Microarray (PM) analysis. The system consists of one computer configured to run Omnilog II combo system plus the Microstation system. The system upgrade includes the capability for doing phenotype microarrays of fungi, bacteria, and animal cells using MicroPlates and Microarray panels. This system will increase the ability to develop robust assays for detecting and quantifying fungal and bacterial endophytes including mycotoxigenic fungi. This system will allow the scientist to assay more samples more rapidly. This instrument is for characterization of fungi, bacterial identification for automation for both fungi and bacteria. The system has the capacity to incubate and monitor up to 50 Biolog GN, GP microplates or incubating and continuous cycle reading of up to 50 Biolog phenotype microarray panels. This system uses patented carbon-source utilization technology. Some features of this system should include: microarray panels to provide at least 2,000 assays arranged in 96-well microtitier plates and at least 20 panel sets for gram negative, gram positive and fungi/yeast. The system needs to gather kinetic data from at least sets of two phenotype microarray panels simultaneously. The system should include a reading cycle time for kinetic data that is no more than once every 15 minutes per read for each set of two microarray panels. The system must be capable of identifying GN microplates: at least 500 species, at least 315 species of GP, six species of dangerous pathogen, and 360 species of AN, 265 of YT species and 615 of FF (filamentous fungi). This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 10 calendar days after publication of this notice. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is August 17, 2007. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number.
