- The Centers for Disease Control and Prevention (CDC) intends to award a contract to the Associated Fund Administrators Botswana (PTY) Ltd, Gaborne, Botswana. Associated Fund Administrators (AFA) was incorporated in 1990 to administer the Botswana Public Officers Medical AIDS Scheme (BPOMAS) and PULA Medical AIDS Fund. The BPOMAS and PULA make up approximately 73% of private medical aid scheme reflecting a nationwide coverage. The AFA administered scheme has 4,200 persons on antiretroviral therapy thus, having the second largest HIV/AIDS disease management program in the country after the government's MASA program. AFA is the largest medical insurance administrator in Botswana and the only one with national coverage which reaches most of the private practitioners. This capacity has not been seen with any other organization and AFA is the only organization with an existing link with the KITSO training program able to offer nationwide training according to national guidelines. The purpose of this contract is to do the following: (1) provide four Continuous Medical Education (CME) training sessions utilizing KITSO courses to a total of 200 doctors and pharmacists; (2) finalize the training of staff on the development of informational tools; (3) finalize the development of program specific leaflets, and; (4) train staff in managed care outcomes and monitoring concepts. It is imperative to utilize Associated Fund Administrators (AFA) for this contract. AFA is the only known source with the capacity and expertise to provide these services in the country of Botswana. Selecting a different contractor will require significant training and capacity building, which would be cost prohibitive and significantly delay the delivery of the services. The North American Industry Classification Code is 611430. This notice of intent is not a request for competitive proposals, but all replies received within 15 days of publication will be considered. A determination not to compete based on responses received and to proceed with a noncompetitive award is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
