- The contractor shall furnish all labor, parts, materials, supervision, and other items and services necessary to perform Structural Engineering evaluation of two Fire School Fire Burn Buildings at Goodfellow AFB per NFPA 1403 Chapter 5. The Government intends to award a firm fixed price purchase order. The magnitude of this project is less than $25,000. The NAICS for this acquisition is 541330 and the size standard is $4.5 million. This acquisition process is being conducted in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. This is not a Request for Proposal. PRE-SELECTION CRITERIA: The contractor must be a Licensed Structural Engineer and have live fire training structure experience. Offerors must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 in order to receive award. CCR information can be obtained at www.ccr.gov or calling 1-888-227-2423. QUALIFICATION SUBMITTALS Interested firms which meet the requirements described in this announcement are invited to submit five copies (1 original and 4 copies) of the completed Standard Form (SF) 330, Architect-Engineer Qualifications. The SF-330 must clearly indicate the principal office location where the work will be performed and the qualifications of the key personnel proposed to work on the contract showing all disciplines, all subcontractors, as well as their geographical locations. To be considered for qualification, offerors should include three example projects that best illustrate the proposed team's qualifications for performing evaluations of burn buildings. Note: submitting less than three example projects could result in a lower evaluation score. All parts of the SF-330 must be completely and accurately filled out with no missing or out of date information. Incomplete forms will not be accepted and will disqualify the offeror from the competition. EVALUATION FACTORS All firms responding to this announcement will be evaluated on the following factors, which are shown in descending order or importance. 1. Professional qualifications necessary for satisfactory performance of the required services; 2. Specialized experience and technical competence in the type of work required; 3. Capacity to accomplish the work in the required time; 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5. Geographical location to areas where the work will be required; 6. Demonstrated experience with similar types of projects. Those firms that meet the requirements described and wish to be considered for qualification must submit the required information to the Contract Officer, 17th Contracting Squadron, 210 Scherz Blvd, Bldg 707, Goodfellow AFB, TX 76908, (325) 654-5805. Responses to this synopsis must be received in this office no later than 22 Aug 07, 4:00pm, CST to be considered for selection. Any incomplete responses or responses received after this time will not be accepted and will be returned to the offeror.
