- Notice of Intent ? Sole Source The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy Colorado, intends to award a single source follow-on commercial contract and blanket purchase agreement to Ortho Clinical Diagnostic Inc. The requirement is to continue purchasing supplies and reagents compatible with the current micro typing system blood bank gel technology used at the hospital. Ortho Clinical Diagnostic Inc will provide equipment repairs, warranted replacements parts, preventive maintenance and all software upgrades as they become available. Ortho Clinical Diagnostic Inc gel reagents and controls are assayed specifically per instrument. The United States Air Force Academy Hospital owns the Ortho Clinical equipment used for blood bank. The equipment is specifically designed to be used with Ortho Clinical Gel Technology. The equipment has been correlated, tested, calibrated and normal range studies validated according to federal regulations. The North America Industry Classification System Code [NAICS] is 325413 and the size standard is 500 employees. All responsible sources may submit a response, which if timely received, will be considered by 10MSG/LGCB. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Any company that feels they can meet the requirements as stated above without impact to the current operation of the hospital must submit their technical data (2 pages or less) to support their claim no later than 16 August 2007. The information must explain the company?s ability to provide the items specified above to be used with the current equipment. The Government does not intend to pay for any information provided under this synopsis. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
