- Description
- This is a synopsis for a noncommercial program entitled Visor Projection Based Helmet Mounted Display Flight Test. The objective of this program is to integrate a non-developmental Helicopter Helmet Mounted Display (HMD) with visor projection into an AH-64 Apache, and other U.S. Army Helicopter and evaluate its performance during flight-testing. The system shall be capable of accepting, interpreting and projecting symbology, targeting, and night vision video imaging onto the visor. The visor will be see-through at a percentage acceptable to operate the helicopter while looking through, and offer sunlight reduction during day flight time. The system will have integrated night vision that will be displayed using the visor projection display during night or dark flight time. The contractor shall be required to provide incidental engineering and technical support to integrate the HMD system into the AH-64 aircraft and interface it to required aircraft systems (sensors, databus, power, etc). The HMD system shall operate on 28 VDC aircraft power. The integrated system will be used for testing and evaluation on an AH-64 Apache, and other Army Helicopter selected by the government to assess the viability of utilizing a visor projection HMD to allow cont inuous eyes-out flight and targeting in day and night conditions in an effort to increase the safety, and situational awareness of the aircraft pilots. A sole-source award per 10 U.S.C. 2304 (c)(1) and FAR 6.302-1; Only one responsible source and no oth er supplies or services will satisfy agency requirements of a Helmet Mounted Display using Visor Projection of all display information. A Cost Plus Fixed Fee (CPFF) IDIQ contract will be awarded to Thales Avionics Inc., who is deemed to be the only respon sible source uniquely capable of meeting this requirement. This acquisition will be conducted pursuant to the terms of FAR Parts 6 and 15. Market research has identified only Thales Avionics Inc. as having a flight worthy Visor Projection HMD for Helicop ters. Alpha contract negotiations, appropriate for sole source requirements, will be limited to Thales Avionics Inc. The contract terms and requirements will be developed jointly between the Government and Thales Avionics Inc., consistent with alpha cont racting procedures in accordance with the Federal Acquisition Regulations (FAR). The Thales HMD system is known by its trade name, TopOwl. The TopOwl system is currently under production for applications in other helicopters, including the U.S. Marine Co rps (USMC) AH-1Z, and UH-1Y helicopters. TopOwl is a Helmet Mounted Sight and Display system with integrated intensified night vision on the helmet, generation and display of flight symbology, navigation, weapons control and targeting, and sensor video on to the helmet visor. The system has a fully overlapping 40? field of view, battery back-up in case of power loss, and a helmet tracking system. Each helmet is personalized to give a precise fit to the pilot. Thales is the original designer and develope r of TopOwl, and is deemed the only firm holding the technical data and having a mature visor-projection helicopter HMD without substantially duplicating cost and schedule. The ordering period for this IDIQ is sixty (60) months. The North American Indust ry Classification System (NAICS) applicable to this is 541710. While the Government does not anticipate competition, any responsible source may submit a proposal that shall be considered.
