Description
TYPE OF AWARD: This RFP is Section 8(a) Competitive. This project is limited to Contractors whose approved Business Plan is on file with the SBA or have a bonafide office within the following States: Arizona, Colorado, Idaho, Nevada, Utah and Wyomi ng District Offices. ALL OTHER FIRMS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS. Estimated Cost Range is between $5,000,000 and $10,000,000. This Procurement will be conducted under FSC CODE: Z152, SIC CODE: 1541, NAICS Code: 236210. The size standard for thi s code is $31,000,000. Information about the time and location of the pre-proposal conference will be found in Section 00100 of the specifications. JOB DESCRIPTION: The Contractor shall be responsible for the Design-Build for two (2) story addition (Add/Alter, approximately 2,858 Square Meter (SM) total), on the north side of existing Hydraulic Flight Con trol Building 503, Hill AFB UT. Addition will have a concrete foundation, floor slab, masonry walls, standing seam metal roof, fire protection/detection system and a special HVAC for controlled environment. Facility will be provided with; utilities, site improvements, pavements, communications and other necessary support. Project includes demolition of approximately 2,778 SM (primarily concrete loading dock, some surface features and outdoor open storage/parking spaces). Work includes grading, relocatio n/protection of utilities, utility service connections and runs, fire-protection/life safety systems, EMCS, HVAC, all necessary conduits and cabling (including exterior COMM cabling), plumbing, mechanical systems, IDS, interior utilities, interior/exterior finishes, exterior security lighting, accesses around the structures, signage, and all necessary features (interior and exterior) to yield a safe, complete, and useable facility/complex for its intended use. The Contractor shall develop and complete the designs and construct the facilities. The Contractor may be required to perform any necessary geotechnical investigation yielding a geotechnical report that shall be used as a basis for design. The Contractor may be required to perform a topographical su rvey; also a basis for design. The Contractor shall furnish all materials, equipment, supplies, etc. and provide all necessary labor and supervision and shall coordinate the progress of the work to ensure expeditious completion of the project. All PROPO SALS will be due on or about 25 Sep 2007, 3:00 PM, PDT. The acquisition method is negotiated procurement. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government by utilizing the Trade-Off Source Selection procedures. ORDERING SOLICITATION: The Request for Proposals (RFP) will be issued on or about 23 August 2007. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a sec ure Government website known as FedTeDS. Access to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https: //acquisition.army.mi l/asfi/) and the FedBizOpps website (www.fbo.gov) once the RFP is issued. The hyper-link will not appear as a website address, but text as follows: Available online via the FedTeDs (Federal Technical Data Solution) website. Viewin g/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov).
