Description
This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), to provide Wind Sensors, with an option for increased quantity for future Wind Sensors, as provided herein, for the National Oceanic Services (NOS), Requirement and Development Division, Chesapeake, Virginia. The North American Industry Classification System (NAICS) code is 334519, with a Size Standard of 500 employees. This is a 100% small business set aside procurement. This constitutes the only Request for Quote (RFQ), written offers are being requested; and a written RFQ will not be issued. All future information regarding this acquisition, including amendments, will be distributed solely through this website. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding the acquisition. All questions resulting from this solicitation must be submitted in writing via email to Sybil.S.Custer@noaa.gov. Reference the solicitation number in the subject line of your email. Offers and all required documents maybe submitted electronically, mail carrier, or via fax (757)664-3642, however; the Government shall not be responsible for the malfunction of electronic machinery or mail carrier error. The award will be made around August 20 2007. Submit all documents to the NOAA/Eastern Region Acquisition Division, 200 Granby Street, Suite 815, Norfolk, Virginia 23510, Attn: Sybil Custer. Contractor must have a valid DUNS number and be registered in the Central Contractor Registration (CCR) database, with an active status, to be eligible for award. For additional information and to register in CCR, please access the following website: http://www.ccr.gov. In order to register, all offerors must have a Dun & Bradstreet Number. This notice is hereby issued as RFQ No EA133C-07-RQ-0677. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18. The line item(s) will be provided in accordance with the specifications listed herein. The prices shall be all inclusive of costs. All offers in response to this RFQ must be submitted NO LATER THAN AUGUST 14, 2007, 4:00 pm EST. The FAR clauses incorporated into this acquisition shall be: 52.212-1 Instruction to Offerors ? SPECIFICATIONS: Wind Speed and Directional Sensor This requirement for an for a one piece wind speed and directional sensors to be used with an existing Government owned Sutron Xpert family of Data Collection Platforms (DCP). The sensor will need to mount on the 1 inch diameter arms of existing and new ?goal post? masts. The sensor shall use a four blade 18 cm helicoids propeller which produces an AC sine wave directly proportional to the wind speed. The wind direction shall be a potentiometer who?s output voltage is directly proportional to the vane angle with a known excitation voltage applied to the potentiometer. A mounting orientation ring is required so that the wind direction reference point can be easily set when the sensor is replaced. The sensor shall be made of a high quality UV resistant plastic with stainless steel and/or anodized aluminum fitting and hardware. A waterproof junction box mounted to the lower portion of the sensor shall be provide with screw connections for the power/data cable and shall include a transient voltage protection circuit. The sensor shall have a field replaceable nose/bearing assembly to facilitate sensor maintenance in the field. Range: Wind Speed 0-100 m/s Wind Direction 0-360 degs with a 5 deg or less open space between 355 and 0 degs Accuracy: Wind Speed +/- 0.3 m/s or better Wind Direction +/- 3 degs or better Signal Output Wind Speed Magnetically induced AC voltage, 3 pulses per revolution (1800 rpm= 8.8 m/s) Wind Direction Analog DC voltage output from potentiometer, resistance 10k ohms, .25% or better linearity.
