- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-07-206 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-17. The North American Industry Classification (NAICS) Code is 541710 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) intends to procure the following items: Brand Name or Equal to: (63005588) Typhoon Trio w/Workstation; (1354401) Typhoon Trio 1 Yr Warranty and 1 Yr Contract and (63005590) Typhoon Trio+ w/Workstation; (1354401) Typhoon Trio 1 Yr Warranty and 1 Yr Contract . The Typhoon Trio w/Workstation should be capable of: I. storage phosphor filmless autoradiography using the large and small phosphorimager cassettes currently owned by the laboratory II. direct blue excited fluorescence at 488 nm with a 20 mW solid state laser III. direct green excited fluorescence at 532nm with a 20 mW double ? SYAG laser IV. direct red excited fluorescence at 632.8nm with a 10 mW HeNe laser V. automatic scanning of up to four fluorescent dyes in one sample VI. simultaneous dual excitation with 532 and 632.8 nm for fast Cy3 and Cy5 color scanning VII. chemiluminescence detection VIII. selection of the objective lens permitting the excitation source to be focused at two heights, allowing for optimal scanning of different thickness samples IX. scanning pixels as small as 25 microns, with the possibility of selecting 50, 100, 200, 500 and 1,000 micron pixel scanning X. a linear dynamic range of five orders of magnitude (100,000:1) XI. saving data as 16 bit (65,536 levels) TIFF files to take advantage of the wide dynamic range XII. detecting: 2 dpm/mm2 of 14C at 200 microns, for on hour exposure 0.2-0.4 dpm/mm2 of 32P, for on hour exposure 100 amole of fluorescein end-labeled DNA (*) at 488 mm excitation 200 amole of HEX, TAMRA or ROX end-labeled DNA (*) at 532 nm ex. 400 amole of FAM end-labeled DNA (*) at 532 nm excitation 200 amole of CY5? end-labeled DNA (*) at 632.8nm excitation The typhoon Trio Variable Mode Imager unites proven storage phosphor autoradiography technology with multicolor, non-radioactive fluorescent labeling techniques. For DNA, RNA and protein samples choose from: storage phosphor autoradiography, direct blue-, green- or red-excited fluorescence and chemiluminesce. The scanner control software allows the user to automatically select the proper excitation wavelength, emission filter, and pixel size needed for the sample. Typhoon scans wet or dry gels; it exhibits outstanding linearity, quantitative accuracy, and extremely low limits of detection. Typhoon Trio scanner must include ? 6 standard emission filters (526SP, 520BP340, 555DF20, 580DF30, 610DF30, 670DF30); 6 user-selectable pixel sizes (25, 50, 100, 200, 500, 1000 microns); 3 laser lines for excitation (488, 532, 633 nm); scanner control software (windows XP); single PC license for ImageQuant TL software; User guide; Fluorescence Imaging Technical Manual; Dell Optiplex Series PC running Windows XP (latest specifications); Typhoon Trio 1 yr Warranty. (63005590) Typhoon Trio+ w/Workstation should have the following specifications: Typhoon tri+ scanner; 6 standard emission filters (526SP, 520BP340, 555DF20, 580DF30, 610DF30, 670DF30); 7 user-selectable pixel sizes (10, 25, 50, 100, 200, 500, 100 microns); 3 laser lines for excitation (488, 532, 633 nm); Scanner control software (Windows XP); Single PC license for ImageQuant TL software; user guide; Fluorescence imaging technical manual; Microarray slide tray (2 sides); Dell Optiplex Series PC running Windows XP (latest specifications) and (13584401) Typhoon Trio+ 1 yr warranty. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors ? Commercial; 2) FAR Clause 52.212-2, Evaluation ? Commercial Items. As stated in FAR Clause 52.212-2 (a), ?The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.? The following factors shall be used to evaluate offers: Technical Evaluation, Price, and Past Performance; 3) FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders ? Commercial Items, Contract Terms and Conditions ? Vendors must submit a listing of the most recent contracts/awards (minimum of 3) in which similar apparatus or equipment was purchased. Contracts/awards may include those entered within the Federal Government, state and local governments and commercial concerns. Include the following information for each contract or subcontract: 1. Name of Contracting Organization, 2. Contract Number (for subcontracts provide the prime contract number and the subcontract number, 3. Contract Type, 4. Total Contract Value, 5. Description of Requirement to include Statement of Work, 6. Contracting Officer?s Name and Telephone Number, and 7. This notice of intent is not a request for competitive quotations however; all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
