Description
This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. The U.S. Army Joint Munitions and Lethality Life Cycle Management Command, Picatinny Arsenal, N.J. is soliciting for the purchase of one ThermalVision 360??? LWIR camera or one uncooled, Infrared Thermal Camera with a 360 deg field- of-view (FOV) which meets or exceeds the following salient features: 1) Spectral range 8??m to 12??m, 2) Horizontal field of view 360?? 3) Vertical field of view (VFOV) 65?? 4) Elevation defined as VFOV distribution relative to horizon, -55?? to +10?? 5)Focal length varies with vertical FOV and depends on optical field compression 6) Mirror Edge to Focal Plane Array (FPA) distance Designed for an uncooled IR FPA housing 7) Optical F-number 1.0 8) Fixed Aperture Control 9) Camera supports a Mini-Micro-Bolometer 640 x 480 pixel format 10) Focal plane dimensions 17.92 mm x 13.44 mm 11) Pixel pitch 28 ??m x 28 ??m, 12) Germanium as the FPA package window material 13) Window thickness 0.050+/-0.002 in 14) Distance from window to FPA 0.050+/-0.015 in 15) Catadioptric optics to meet the FOV specifications 16) Appropriate optical surfaces coated to achieve ??? 98% reflection 17) Polychromatic Modulation Transfer Function, (optical resolution on a focal plane) ???0.5 for all FOVs at 18cy/mm 18) ??? 70% relative illumination on a focal plane at the FOV edge 19) Ge plates or HDPE Window 20) Weight < 20lbs 21) Operating temperature -20??C to +60??C 22) Storage temperature -40??C to +60??C 23) Full operator???s manual on CD including configuration and connection instructions, and software for data acquisition and image processing. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 effective 04 August 2006 and Class Deviation 2005-o00001 and DFARS DCN 20060814 Edition. The following provisions apply to this acquisition: Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. A firm fixed price award will be made to the technically acceptable lowest price offeror. Commercial warranty requirements apply to this acquisition that is consistent with customary commercial practices.
