Authority Cited: 10 U.S.C. 2304 (c )(1) and FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. The US Army Corps of Engineers, Kansas City District intends to make a sole source aw ard to a small business, Laser Shot Inc., 4214 Bluebonnet Drive, Stafford, TX 77477. Description of supplies/Services: The objective of this contract is to procure a follow-on non commercial highly specialized service from one source utilizing other than full and open competition to provide for the procurement of Laser Shots Live-fire Simulation Trainer (LST) and Live-fire Modular Shooting Ranges (collectively MSR) for the immediate training needs of U.S. Army units. Army units, particularly the Speci al Forces are placing maximum efforts to train soldiers in Urban Combat skills prior to deployment to fight the Global War on Terrorism. The MSR system is a leap-ahead technology solution to train soldiers in a live fire situation while accurately simulat ing various combat environments by using the U.S. Army-owned Americas Army (AA) computer game software. This AA software simulates a wide variety of geo-typical and geo-specific locations along with integrating virtual combatants and non-combatants. Th e software has been uniquely integrated into the Laser-shot Live Fire Simulation Trainer under an agreement with the U.S. Army. This contract action is critical to the U.S. Army training efforts because it allows soldiers to train significantly more effec tively prior to deployment with the same array of firearms and ammunition that they use in combat, improve their abilities to engage moving targets, identify threats, and reduce the incidence of friendly fire casualties. This technology is unique and nece ssary to best prepare soldiers for their combat missions in the Global War on Terror (GWOT). The contractor shall provide up to three (3) MSR systems to the Army Game Project (AGP) managed by the U.S. Military Academys Office of Economic and Manpower Anal ysis and the Office of the Assistant Secretary of the Army for Manpower and Reserve Affairs. Laser Shot, Inc is the only manufacturer and retailer of these specific items. The Contracting Officer anticipates the award of a sole source small-business set- aside, utilizing firm-fixed price (FFP) contract type. A fixed price contract will be issued on or about August 23, 2007. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may iden tify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored .
