- This publication serves as notice of intent to procure services for the Department of the Interior Bureau of Land Management, on a sole source basis, with Utah State University, in accordance with FAR Subparts 13.106(b) (1) and 6.302-1, in the amount of $60,000 under NAICS: 541690. The tasks required for this contract consist of the following: 1.Develop and maintain GIS tools specific to the delineation of watersheds, conducting quality control of delineated watersheds and the editing and routing of the NHD line data as needed. 2. Provide quality control for delineated watersheds to ensure national accuracy standards are met. 3. Submit completed watershed units to the FGDC Watershed Boundaries Dataset Committee for review and acceptance. 4. Review and make recommendations for any watershed units not accepted by the FGDC Watershed Boundaries Dataset Committee. 5. Edit the NHD for Alaska, as received from the USGS Rocky Mountain Mapping Center, for errors and create a Transaction File of error fixes to be provided to the Rocky Mountain Mapping Center to be incorporated in the national NHD database. 6. Route the Alaska NHD for use in Alaska with project specific tools created for this purpose. 7. Provide training and quality assurance for technical team members working within the project. This contract requires the Contractor to provide a GIS Technical Specialist fully functional in the AWSHED tools and processes used to delineate Alaska Watersheds to the 5th & 6th levels. The specialist must be familiar with and able to coordinate with agencies funding the AWSHED project to ensure their needs and schedules are met. The specialist must be functional and experienced in the process to provide team leadership, training, and quality control of the work completed by the other team members. Utah State University has provided leadership and technical expertise for this project for seven years. That long term experience in the specific requirements of this project continue to exist within the personnel assigned to the project and will continue through the life of the project. This is vital to ensuring the consistency and accuracy of the products of this project. The Government intends to award a firm fixed price contract with a period of performance anticipated to commence on October 1, 2007 and end on July 31, 2008. This is not a request for competitive quotes.
