Description
Synopsis: The Department of the Interior, National Park Service (NPS) intends to issue a Request for Proposal (RFP) N4502070048, Real Estate Appraisal Services at Flight 93 National Memorial, Stonycreek Township, Somerset County, Pennsylvania, Tract 01-102, a 273.82 acre property by means of Best Value Source Selection Procedures. The intended contract will be Firm-Fixed Price contract. This project is being solicited as Unrestricted and in accordance with FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items. The solicitation including all bid documents will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about August 23, 2007. No hard copies of the solicitation will be mailed or issued. To receive the solicitation package you must download it from http://ideasec.nbc.gov. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitations plans and specifications. Contractors must be registered in the Central Contractor Registration system in order to receive contract awards. As a security precaution, vendors must register themselves through the on-line CCR system. The North American Industry Classification System Code (NAICS) is 541110 and the Size Standard is $5.0M. Source Selection procedures will be utilized for this procurement and interested firms will be required to respond to evaluation factors which include both price and technical factors. The Contractor shall furnish all labor, materials, equipment, transportation, and management necessary to provide the National Pard Service a well supported and impartial real estate appraisal. It is essential that appraisal reports are well documented and conclusions based on logical analyses of relevant market data. The purpose of this acquisition is to establish fair market value for fee simple surface estate, along with the oil & gas rights, and any contributory value. All relevant methods of analysis shall be performed, sufficient data collected and analyzed, and a written report that fully describes the market information in a self-contained report format. The Technical Factors are: (1) RELEVANT PAST PERFORMANCE: The government will evaluate the offeror's past performance on the basis of its overall record of performance-in terms of both qualities of services, timeliness of performance based on appraisal assignments completed for government agencies to date and other relevant clients. Offeror's shall have a minimum of three contracts, performed within the past seven years demonstrating they have successfully performed contracts which are similar to the magnitude and complexity of the work contemplated. The assessment of the offeror's past performance will be used as a means of evaluating the capability of the offeror to perform as required by the specifications and the relative capability of the offeror comparatively with other offerors. (2)APPRAISERS - EXPERIENCE, AND QUALIFICATIONS: Qualification statement's for each appraiser presented shall be submitted and include sufficient information to identify and describe the experience and qualifications of the appraisers as it relates to the appraisal of the property types listed in the statement of work. The appraisers must demonstrate at least five years of field appraisal experience involving both general purpose and special purpose real property. All appraisers must meet the minimum acceptable professional level courses or equivalent courses for real property appraisal from a college, university, or professional organization and must have a General State Certification in Pennsylvania, or be able to provide evidence that a Pennsylvania State Certification or Temporary Pennsylvania State Certification has been or will be obtained. State Certification (full or temporary) must be obtained and maintained within 30 days of contract award. NOTE: The indicated levels of experience cited above represent the minimum acceptable levels. Experience exceeding the minimum requirements above, such as publications, offices held, awards etc. increasing the individual's standings in the profession may be indicated. In addition, qualification statements of any other proposed individuals who the offeror feels are critical for the completion of this project shall be submitted. (3)APPRAISAL PLAN: The appraisal plan should outline the offeror's technical approach for completing the appraisal in accordance with the statement of work, the current Uniform Standards of Professional Appraisal Practice (USPAP) and the Uniform Appraisal Standards for Federal Land Acquisitions (2000). The plan shall include the scope, methodology, techniques and procedures including the degree to which the property will be inspected or identified, the extent of research into physical or economic factors that could affect the property, the extent of data research and the type and extent of analysis applied to arrive at opinions or conclusions. The plan shall also address in detail the plan, including scope of research and analysis, for determining the highest and best use. (4) PRICE: Price Proposals will be evaluated in accordance with FAR 15.404-1. The Technical Factors when combined are approximately equal to Price. Based on the proposed prices and other non-price factors, the firm offering the proposal considered most advantageous to the government will be selected to receive the contract award. A Pre-proposal Conference is planned. All perspective proposers are encouraged to attend.The exact date and the detailed requirements for attendance will be listed in Section "L" of the solicitation package. There will not be a formal site visit; however, perspective proposers are encouraged to visit the site to satisfy themselves on conditions before providing a proposal. Participation in the pre-proposal conference and visiting the site will be the responsibility of the offerors and is not reimbursable by the Government.
