- This announcement is to notify all interested parties that the National Science Foundation (NSF) intends to modify, on a sole source basis, current NSF contract SRS-0242881 to procure the updating and development of system software (a Web-based and a database system, including ll system templates, offline workbooks, and hard-coded database tables) and ancillary material (e.g., respondent contact information, survey protocols, etc) to help with data receipt and processing of the Survey of Federal Funds and the Federal Science and Engineering Support Survey statistics. The Web-based system is used for the data entry and processing; the database system maintains historical data and is used for data exporting and table production. All data collection efforts, data imports, data editing, and trend checking are accomplished using the Web-based system. The Web-based system consists of a data collection component that allows NSF to monitor support requests, data entry (questionnaire), and data issues. This action represents follow on work currently conducted under NSF contract number SRS-02-42881 by Macro International, Inc., and will precede release of a solicitation for services to conduct the FY 2007 (collecting data for FY 2007-2009) through FY 2009 (collecting data for FY 2009-2011) survey cycles. Release of the solicitation for survey cycles FY 2007 (data collection and processing) through FY 2009 (complete survey cycle activities) is anticipated on or about 01 November 2007. The effort under this acquisition will have an anticipated period of performance from the 15 October 2007 through 28 February 2008. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1). Interested parties may submit a Statement of Capability (SoC) in response to this announcement for consideration by the Agency. This synopsis is not to be construed as a commitment by the Government, or as a request for competitive proposals. Oral communications and facsimile responses are not authorized. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of whether or not to conduct a competitive procurement. SoC?s may be submitted electronically to the NSF, with attention to Richard Pihl, Contract Specialist, Division of Acquisition and Cooperative Support, at rpihl@nsf.gov . An acquisition ombudsman has been appointed to help resolve any offeror?s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
