Description
The Department of Commerce/National Institute of Standards and Technology intends to award a twelve (12) month sole source purchase order with two one-year option periods, to Thomas Scientific Inc., 3501 Market Street, Philadelphia, PA 191043302, for Journal Usage Reports. NIST librarians and administrators must be able to provide relevant and useful literature resources to NIST researchers. In order to do this, a tool that has the ability to combine journal usage data, journal citation metrics, institutional publication data, and article-level data to obtain quantifiable statistical data providing a systematic, objective method for evaluating an Institution?s collection is needed. To obtain article level data, the tool must integrate with the Web of Science already used by NIST. To obtain journal citation metrics the tool must intergrate with Journal Citation Reports, already used by NIST. To obtain institution publication data, the tool must be able to accept institutional information about its researchers and projects, and to generate reports on who has published and where, creating a matrix of information-qualitative and quantitative to truly evaluate collection holdings. The tool must be able to serve NIST when it is adding new research programs. The tool must be able to identify which journals in that subject area NIST already subscribes to, how often each title is being used, and what is necessary to develop NIST collections to capably support this research front. The tool must provide unbiased information in the matrix style above for NIST administrators to consider when funding new programs. The tool must be able to efficiently collect, compile, and analyze usage reports from all the publishers. Journal Usage Reports is the only product that NIST is aware of that meets these requirements. Journal Usage Reports is created and distributed solely by Thomson Scientific. The Government intends to solicit only this one source under the authority of FAR 13.106-1(b). Interested concerns may identify their capabilities by submitting a capability statement that demonstrates in written narrative format their ability to meet the requirement and objectives as described in this synopsis. Capability statements may be e-mailed to Barbara.Guise@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
