Description
This solicitation is prepared in accordance with FAR Part 12-Acquisition of Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written Request for Quote (RFQ) (Numbered DE-RP52-07NA28287) is attached. RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 05-18. This solicitation is a 100% set-aside for small businesses and the applicable NAICS code for this requirement is 811310 ???Commercial & Industrial Machinery and Equipment Repair and Maintenance???, with a size standard of $6.5M. The requirement is for routine inspection, maintenance, and repair of two thirty-two foot long logistical support trailers and preventative maintenance on two diesel generators, as per the attached Statement of Work. Place of performance shall be at contractor???s facility in the Oak Ridge, TN commuting area. NNSA is contemplating awarding a single contract with Firm Fixed Price (FFP) and Time & Materials (T&M) Contract Line Items. This is anticipated to be 1-year Base with four 1-year option award. Only those Offerors who can furnish the items that meet all the requirements specified herein will be considered. The clause at FAR 52.204-7- Central Contractor Registration applies to this acquisition. FAR 52.212-2, Evaluation ???Commercial items ??? The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer or indicate that required information is at the ORCA web site. Included are any additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. CLIN 0003 is subject to the U.S. Department of Labor Wage Determination No. 2005-2493, Rev 5 and is incorporated into solicitation. All commercial provisions and FAR clauses referenced in this solicitation are available in full text at the following website location: http://www.arnet.gov/far/. The following local clause applies to this acquisition: LOBBYING RESTRICTION (ENERGY & WATER DEVELOPMENT APPROPRIATIONS ACT, 2004). (Begin clause) The contractor agrees that none of the funds obligated on this award shall be expended, directly or indirectly, to influence congressional action on any legislation or appropriation matters pending before Congress, other than to communicate to Members of Congress as described in 18 U.S.C. 1913. This restriction is in addition to those prescribed elsewhere in statute and regulation. Each quote is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://e-center.doe.gov/doebiz.nsf/. It is the responsibility of the contractor, prior to the quote due date and time, to verify successful transmission in accordance with the proposal submission instructions in the "IIPS Users Guide for Contractors."
