- NASA's GSFC has a requirement for calibration and tuning for the Controls of the Boiler Plant equipment. The contractor shall provide services for calibration and tuning for the Controls of the Boiler Plant equipment listed in Appendix A, located at NASA's Goddard Space Flight Center in Greenbelt, Maryland. The contractor shall provide services for calibration and tuning of the Boiler Plant instrumentation and control systems as described in the Instrument Lists for each boiler, included in Appendix B. This work will be firm fixed price. Unforeseen repairs will be handled separately. In addition, Appendix C contains a list of unexplained anomalies and issues with the PLC and HMI programming. The contractor should look at these and provide recommendations for resolving them. II. Requirements a. The Contractor shall furnish all labor, materials, equipment, tools, safety plans, required permits and supervision for the services covered by this contract. Parts will be ordered by the contractor when directed by the Contracting Officers Technical Representative (COTR) and billed separately. b. All calibrations shall be in accordance with manufacturer recommendations and meet all Federal, State and Local regulations and requirements. i. This contract shall cover calibration and tuning for the burners, boilers, instruments, programmable logic controllers, PLC control programs and Wonderware HMI software. ii. Appendix B is the abbreviated instrument list for the boilers and the balance of plant. The contractor shall calibrate the instruments required for safe, efficient and accurate operating and monitoring of the boiler plant. iii. Boiler tuning shall include: 1. Replace the (10) ControlLogix batteries 2. Boiler 2 drum level did not stabilize when setpoint was reduced from 55 to 50% (design level). Conductivity was not high, tuning parameters matched other boilers. Check and correct to the extent possible. 3. Coordinate boiler tuning with Toro. They may be recalibrating the landfill gas BTU meter during this calibration effort to transmit actual Higher Heating Value. (Meter has been transmitting a Wobbe Index based on Lower Heating Value, but calling it Higher Heating Value.) Modify boiler tuning parameters as needed to ensure optimum operation with the corrected higher heating value of landfill gas. (Toro may separately arrange for reprogramming at this time so that the billing system is provided with the corrected HHV.) iv. At the completion of the calibration a report shall be provided to the COTR. This is to include an inspection report for each calibrated piece of equipment, condition of same, as found and as left for all items of calibration and any recommendations if any for each. This report is to be provided no more then two weeks after inspection has been completed. v. If any changes are made to programs, update the BMS stored programs and provide an electronic copy of all updated programs to the plant engineer. c. Visits shall be scheduled for normal working hours (Monday?Friday 7 am ? 3 pm). All scheduled or unscheduled visits are with advance approval of the COTR. d. During the performance of the calibration services, other repairs may be identified which require correction. The Contractor shall submit a written proposal to the COTR when such repair work is necessary, and obtain approval before initiating repairs. These repairs will be billed at the contract hourly rate, plus parts. e. The contractor shall only place one boiler out of service at a time for calibration. More than one boiler shall not be taken out of service without prior Government approval. f. All work shall be scheduled with the COTR. g. The Contractor shall provide a daily worksheet at the end of each daily visit. This form is to describe what tasks were worked on or completed, the name of the technician performing the service and the number of hours spent on each task. This form shall be approved by the COTR. h. The Contractor shall notify the Government at least 3 working days in advance to request a badge for company employees, sub-contractors or delivery personnel. Contractor personnel will be issued temporary badges by the Government. In periods of heightened security alert, information for these badges may be required ahead of time, and the Contractor shall be subject to additional security checking as required by the Government. The Government will not be responsible for escorting un-badged employees, sub-contractors or delivery personnel without prior notice. i. Contractor personnel shall sign in at the main entrance upon arrival to Building 24 and notify the plant Supervisor or COTR of their presence and which work is to be performed. j. All work shall be performed in accordance with manufacturers? recommendations, using parts and materials approved by the manufacturer and the COTR. k. Contractor shall meet all Federal, State, Local, EPA, NASA and OSHA guidelines in the proper handling and disposal of materials, oils, and associated parts and materials both hazardous and non-hazardous. l. Upon completion of each visit for services the Contractor shall clean and remove from the work site all trash, debris, materials, equipment associated with the work performed. This includes all hazardous materials. m. The Government will not be responsible for accepting any material being delivered on-site. n. The Goddard boiler plant operates under a Part 70 Operating Permit for five institutional generating units with rated heat input of 49.5 MMBTU/hr. A NOx emissions limit of 0.1lb/MMBTU (24-hour average) applies to each boiler burning natural gas and/or landfill gas, and (monthly average) applies to all five boilers burning any of the three fuels. No visible stack emissions are allowed. The contractor shall tune the boilers to allow them to operate within permit limits. III. Form of Proposal Contractor shall include as line items in his proposal: Fixed price for each boiler calibration and tuning, Boilers 1-5 Additional Work: Fixed price travel Per diem Hourly rate for programming efforts itemized in Appendix C. (The contractor shall estimate number of manhours needed for each item, after evaluating them. The government will decide course of action based on these estimates.) Hourly rate for repairs above and beyond calibration and tuning. There will be a walk-thru of the site on Wednesday, August 16, 2007, from 9:00am - 10:30am. Please supply the Point of Contact with the following information (Full Name, Company) no later than Tuesday, August 14, 2007, at noon EST to ensure access onto NASA's GSFC. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing no later than August 16, 2007. It is the quoter's responsibility to monitor this site for the release of amendments. Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments. An ombudsman has been appointed - See NASA Specific Note "B".
