Description
High Temperature Combustion Analyzer Solicitation No. 2007-4431-019 The USDA, ARS, Mid South Area, intends to procure High Temperature Combustion Analyzer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number 2007-4431-019 is being issued as an Invitation for Bid. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Offerors are to provide a bid for the following: SPECIFICATIONS: The System must include the following: 1. High Temperature Combustion Analyzer and all related hardware required for sampling, detection, analysis, and data storage associated with analysis of total organic carbon and total nitrogen in water samples. 2. System unit with auto sampler having a minimum 60 sample capacity 3. MC-NDIR (multi channel non-dispersive infrared detector) to detect total organic carbon (TOC) 4. The analyzer must have options to measure TN by an external chemiluminescence (CLD) or an internal electrochemical (ECD) detector 5. The system shall not have a ported valve in the sample injection method. 6. The analyzer system status shall be continuously displayed using a Self Check System (SCS). Monitored and displayed parameters shall include NDIR status gas flow into and out of the instrument, displayed in mL/min, and live furnace status and temperature 7. The system shall have a septum less sample injection (direct injection) system eliminating tubes and valves. 8. The detector signal shall be optimized for combustion surges using VITA technology, which compensates for the pressure surge created from sample combustion, providing optimum precision and accuracy. 9. Software and Data Interface 10. The analyzer shall have an optional external solids furnace that can switch between solids and liquids with minimal hardware changes. 11. One set each of all operating manuals for the equipment and software. 12. On-site installation. 13. Appropriate Training for 2 people and technical support to fully equip users to properly and effectively use and maintain the system in peak operating condition. Equipment Line Items: UNIT NO. The warranty shall cover all parts, labor and material. Delivery of the unit by the instrument vendor must be within 30 days of award of contract. ALL RESPONSIBLE SOURCES MAY SUBMIT A BID FOR CONSIDERATION. Bid prices shall include all necessary labor, parts, materials, and transportation necessary to delivered FOB Destination a High Temperature Combustion Analyzer to USDA, ARS, LSU University Station, 4117 Gourrier Avenue, BatonRouge, LA 70894. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this/these address(es): www.arnet.gov/far/. Commercial Items apply to this acquisition. All systems and components shall be provided with a one (1) year warranty from the time of owner?s acceptance. The warranty shall cover all parts, labor and material. Offers are to include a 30 calendar day acceptance period. All bids are due by 2:00 p.m. (CST), August 28, 2007, at the USDA, ARS, MSA, Procurement Assistance Office, 141 Experiment Station Road, P.O. Box 225, Stoneville, MS 38776-0225.
