- Request For Information DE-PS36-07GO37005 Program Manager / Area: Douglas Kaempf, Program Manager, Industrial Technologies Program Information Requested on: Implementation of Voluntary Commitments to Reduce Industrial Energy Intensity, under the Energy Policy Act of 2005 (EPAct), Public Law 109-58, Section 106 Description: Section 106 of EPAct authorizes the Secretary of Energy to enter into voluntary agreements with industry with the goal of reducing energy intensity by not less than 2.5 percent each year during the period of calendar years 2007 through 2016. The Department of Energy (DOE) is seeking information from industry and industry associations regarding the most beneficial and efficient way to reduce industrial energy intensity in order to implement this goal. The information received will be used by DOE for internal planning and decision making purposes. The Industrial Technologies Program (ITP) under the Office of Energy Efficiency and Renewable Energy (EERE) has a history of partnering with the Industrial Sector to improve the energy and carbon intensity of manufacturing equipment, processes, and final products while improving the competitiveness of this critical sector of the U.S. economy. The Industrial Technologies Program is leading the Department???s efforts to help industry achieve even greater control of the energy inputs to produce the items needed by our nation every day. DOE and ITP encourage the broadest involvement and participation in this effort from across the Industrial Sector. DOE and ITP are especially focused on the high energy consumption and rapid growth industries but welcome all corporations and individual facilities wishing to make a difference to respond to this call. Request for Information Guidelines: DOE will not pay for information provided under this Request for Information (RFI), and there is no guarantee that an ITP project will be supported as a result of this RFI. This RFI is not accepting applications for financial assistance or financial incentives. You are encouraged to carefully read the entire text of EPAct Section 106 prior to responding to this RFI (see Attachment #1). The purpose of this Request for Information (RFI) is solely to solicit input for DOE consideration in determining the most beneficial and efficient way to implement Section 106 of EPAct, which has the goal of reducing industrial energy intensity 25% by 2017. Comments in response to this RFI should be submitted in Microsoft Word or PDF to ITP@go.doe.gov by 8:00 PM Eastern Standard Time on September 18, 2007. Please provide responses to this RFI using the attached template (see Attachment #2). Questions relative to responding to this RFI may be sent to this same mailbox in advance of your response, and will be answered via the mailbox only. Rationale or Justification: Industry accounts for about 30% of overall energy demand in the United States. Numerous opportunities exist to enhance the efficient use of energy in the Industrial Sector. EPAct Section 106 authorizes the Secretary of Energy to ???enter into voluntary agreements with one or more persons in Industrial Sectors that consume significant quantities of primary energy for each unit of physical output to reduce the energy intensity of the production activities of the persons.??? The voluntary agreements shall have as a goal the reduction of energy intensity by not less than 2.5 percent each year during the period of calendar years 2007 through 2016. Under this authority, the Secretary of Energy, in cooperation with other appropriate Federal agencies, will develop mechanisms to recognize and publicize the achievements of participants in voluntary agreements. A person that enters into an agreement under this section and continues to make a good faith effort to achieve the energy efficiency goals specified in the agreement shall be eligible to receive from the Secretary a grant or technical assistance, as appropriate, to assist in the achievement of those goals. Section 106 of EPAct provides some guidance on the purpose, eligibility, timing, and limitations for establishing voluntary agreements. However, it does not define a specific process for administration of such a program, nor does it appropriate funds for such a program at this time. DOE would appreciate input from industry, industry associations, and other entities regarding the most beneficial and efficient ways to reduce industrial energy intensity in order to implement Section 106 of EPAct. Information on the overall level of interest by respondents in participating in the planning of this program; possible incentives needed to encourage the immediate adoption of best-in-kind energy efficient technologies or practices at your facility or across your corporation; recommendations for technology development or other support needed to achieve this goal; and other factors, critical for meeting this goal, that should be considered to ensure strong industry participation are requested. Please consider the list of topics below in your response. You may also wish to consider issues that you believe are relevant to reducing industrial energy intensity. ??? Experience or lessons learned from energy management activities. ??? Challenges, pitfalls (what not to do) learned from these activities. ??? Roadblocks and concerns that industry may have with reducing energy intensity by 2.5% per year. ??? How essential is reducing energy consumption to your company???s economic competitiveness. ??? The most effective way(s) to motivate industry to participate in this initiative, including possible incentives. ??? The most effective way to conduct a federal government supported program to reduce industrial energy intensity. ??? How to document and verify the industrial energy savings in order to evaluate the success of these voluntary agreements. ??? The level of interest in participating in the planning or in partnering with the Department to achieve this goal. ??? The need for national and/or international standards on industrial energy management. ??? Specific technical, technology, or plant assessment tool support considered critical for your participation and the achievement of the initiative???s stated goal. In summary, please provide comments to aid and inform DOE in the creation of voluntary agreements to reduce industrial energy intensity. The Department thanks you for your assistance and input. Attachment 1 - Energy Policy Act of 2005 (EPAct), Public Law 109-58, Section 106 SEC. 106. VOLUNTARY COMMITMENTS TO REDUCE INDUSTRIAL ENERGY INTENSITY. (a) Definition of Energy Intensity- In this section, the term `energy intensity' means the primary energy consumed for each unit of physical output in an industrial process. (b) Voluntary Agreements- The Secretary may enter into voluntary agreements with one or more persons in industrial sectors that consume significant quantities of primary energy for each unit of physical output to reduce the energy intensity of the production activities of the persons. (c) Goal- Voluntary agreements under this section shall have as a goal the reduction of energy intensity by not less than 2.5 percent each year during the period of calendar years 2007 through 2016. (d) Recognition- The Secretary, in cooperation with other appropriate Federal agencies, shall develop mechanisms to recognize and publicize the achievements of participants in voluntary agreements under this section. (e) Technical Assistance- A person that enters into an agreement under this section and continues to make a good faith effort to achieve the energy efficiency goals specified in the agreement shall be eligible to receive from the Secretary a grant or technical assistance, as appropriate, to assist in the achievement of those goals. (f) Report- Not later than each of June 30, 2012, and June 30, 2017, the Secretary shall submit to Congress a report that-- (1) evaluates the success of the voluntary agreements under this section; and (2) provides independent verification of a sample of the energy savings estimates provided by participating firms.
