Description
The Pre-Solicitation Notice is REVISED August 10, 2007 per the following: THIS NOTICE IS FOR INFORMATION ONLY ? IN ACCORDANCE WITH 5.101 AND 5.207(c)(14) The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with Public Health Data Standards Consortium, 624 N. Broadway, Baltimore, MD 21205. The purpose of this procurement is to further the development of ?Profiles? that guide the adoption of standards that software developers rely on as they create new products that allow health information to pass from application to application, system to system, and setting to setting ? across the healthcare enterprise. Profiles are based on the functional requirements specifications developed by users (domain experts). Profiles specify how standards are to be used to address users? needs, eliminating ambiguities, reducing configuration and interfacing costs, and ensuring a higher level of practical interoperability. For this project, the contractor shall look at a selection of those that are most relevant to public health in its information exchanges with clinical providers in the Wisconsin Department of Health and Family Services (WDHFS). The selected domains will be explored in WDHFS to create public health focused ?profile? document by using PHDSC?s Functional Requirements Analysis Specification methodology. The contract will determine whether it is feasible and useful to apply this approach to other public health domains in the context of other states. An important aspect of feasibility will be to learn how to incorporate patient privacy and security requirements into the electronic exchange of data. At the end of the project, a manuscript for publication in a peer-reviewed journal will be developed that will summarize the outcomes of the project. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is twenty four weeks. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file, which states and supports that the Public Health Data Standards Consortium (PHDSC) is the only organization that has an agreement with the WDHFS, and consequently, is the only organization that has access to the clinical providers and the biodirectional data of WDHFS necessary to fulfill the requirements of the procurement.. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
