Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. This NOI is a small business set aside. This solicitation and its incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-08. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SSSAB) Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on sole source for (12) months to James M. Dambrosia, Ph.D. Silver Spring, MD to provide statistical review and critic of clinical protocols to be implemented in CNP, NINDS. Such work will include evaluation of adequacy of the statistical design to provide an inferential basis to test the hypotheses associated with the proposed research questions(s) with appropriate power and error probalities. This work will be accomplished interactively with the Principal Investigators. The statistical reviews will be provided to CNP as written reports in both hard copy or electronic. The contractor will provide expert statistical consultation and collaboration to CNP clinical neurscience researchers on data analysis, modeling, and inferential interpretation to CNP clinical neuroscience researchers on data clinical reseachers in the preparation and drafting of manuscripts for publication of the scientific findings in peer-review journals. Qualification: The contractor must have more than 30 years of experience in the statistical planning, design, data analysis, and implementations of study protocols in clinical neuroscience research at the NINDS. The contractor must have work on data from wide range of neurological diseases and has a unique understanding of the statistical issues involed in analyzing,modeling and interpreting such data. The contractor must be an expert in statistical review and consultation on CNP protocols. The North American Industry Classification (NAICS) Code is 541990. The acquisition is being conducted under simplified acquisition and is except from the requirements of FAR Part 13.5, Test Program for Certain Commercial Items. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
