Description

THIS SOLICITATION HAS BEEN SET ASIDE FOR SERVICE DISABLED VETERAN-OWNED BUSINESSES. PRE-SOLICIATION NOTICE FOR DESIGN/ BUILD IN TO CORRECT SEVERAL DEFICIENCIES INDENTIFIED IN THE 8TH FLOOR, NORTH AND EAST SECTIONS OF PATIENT UNITS, LOCATED AT THE VA MEDICAL CENTER IN OKLAHOMA COUNTY, OKLAHOMA. The Department of Veterans Affairs (VAMC) is soliciting bids under Solicitation Number VA-256-07-RP-0159 for the following: Contractor shall provide all labor, materials, tools and equipment for a design-build construction project for the corrections of 16 line items of the existing 8th floor north and east sections of building #1. NO FUTURE AWARDS CAN BE MADE TO SERVICE DISABLED VETERAN OWNED BUSINESSES WHICH HAVE NOT BEEN REGISTERED AND THEIR SERVICE DISABLED VETERAN STATUS VERIFIED. ALL POTENTIAL OFFERORS (SERVICE DISABLED VETERAN OWNED BUSINESSES) SHOULD REGISTER TO THE FOLLOWING WEB ADDRESSES: www.vip.vetbiz.gov; www.ccr.gov, https://orca.bpn.gov and http://vets100.cudenver.edu, and must be completed during offer due date to be eligible for award. Bidders must ensure their registrations are updated, correct, and have not expired. COST MAGNITUDE: The magnitude of this project is between $500,000 and $1 million. Project is subject to the availability of funds. CONTRACT DURATION: Performance period is approximately 547 calendar days from date of receipt of Notice to Proceed. NAICS CODE: 238990 with a small business size standard of $13 million. METHOD OF AWARD: THIS SOLICITATION IS SET-ASIDE FOR SERVICE DISABLED VETERAN-OWNED BUSINESS. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE DESIGN/BUILD CONTRACT. Award will be made on a competitive basis to a responsible concern responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details and specifications may be accessed via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will not be released any sooner than the day the solicitation is posted. BID GUARANTEE: A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000 must be submitted with bid. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then. SHOULD A CORPORATE BOND BE SUBMITTED ALL BONDS FOR FEDERAL CONTRACTORS MUST BE REGISTERED ON TREASURY'S WEBSITE OR THEY WILL BE REJECTED.
