- Synopsis for Purchase Solicitation # FA448407R0019 Description: Install Ventillation System, McGuire AFB,NJ The Government is contemplating an award to Install a Ventilation System on McGuireAFB, NJ. Pricing will be on be as a firm fixed price. Work shall consist of: 1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to install a ventilation system in the filter room of Building 4261 (Well ?B?) to remove chlorine gas fumes. The ventilation system shall include, but not be limited to: installation of one (1) exhaust fan with a motorized intake vent to be controlled by a switch located at the entrance to the filter room. The exhaust fan and motorized intake vent shall be installed to provide maximum air flow through the facility to remove the chlorine gas. Building 3606 (Well ?A?) can be used as a model for the air flow pattern. Contractor shall replicate the ventilation system in Bldg Bldg 4264 as closely as possible to the ventilation system currently installed in 3606. Shutter Fan Assembly Dayton Mfg Model 4C059F or equal Adjustable Louver, Dayon Mfg Model 4F953A or equal This project shall also include the installation of a two (2?) inch PVC vent pipe from filter distribution tank (splitter box) to the outside of the facility. Any adjacent areas dissembled, damaged, or removed by the contractor during installation shall be properly repaired by the contractor at no expense to the Government. Any and all debris / trash generated by this project shall be removed and properly disposed of off base by the contractor. The contractor or his representative (QAP) shall be on site during duty hours or the hours of work being accomplished. The contractor shall coordinate the time that work will be accomplished with the points of contact listed below. The contractor shall be responsible for daily clean up at the work site and complete restoration of the area after completion of the work. All work shall be accomplished in accordance with all Federal, state, and local laws and regulations, applicable building codes and standards, NEC, NFPA, BOCA, & CABO, and OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) codes. A site visit of the facility is required. . The above general description of work does not in any way limit the responsibility of the Contractor to perform all work, plant, supervision, management, quality control, labor, tools, equipment, appliances and material and performance in strict accordance with the specifications, drawings, and subject terms and conditions of the contract. Performance period for this project is 30 days from date of award. The magnitude of this construction is less than $25,000.00. The proposed procurement is set aside for Emerging Small Business. Award of a contract from this solicitation will be made on the basis of Best Value to the government using price, delivery and past performance history as evaluation factors. North American Industry Classification Systems (NAICS) Code for this procurement is 238220. All relevant solicitation documents including specifications and drawings will be made available for download exclusively from the internet by accessing the FedBizOps website at http://www.fbo.gov to: DOD, Department of the Air Force, Air Mobility Command, 305th CONS McGuire AFB. Paper copies will NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. All responsible concerns may submit a proposal, which shall be considered by the agency. All potential sources must obtain a DUNS number, register in the Central Contractor Register (CCR), and register with Online Representation and Certifications Application (OCRA) Website (www.orca.bpn.gov) in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number, register in the CCR, and register with ORCA may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR and/or ORCA at the time of the award. A solicitation will be issued on or about 10 August 2007. The closing date and time of submission of offers will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained. IAW AFFARS 5352.201-9101: OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
