Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quotes (RFQ). This full and open combined synopsis/solicitation number is W91ZLK-07-T-0683. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-12. The associated North America Industry Classification System (NAICS) Code is 423830 and the Business Size Standard is 100. This procurement is for the PURCHASE of a new or us ed Tub Grinder based on the following specifications. The vendor shall provide the following Item: CLIN 0001  Heavy Duty Industrial Tub Grinder, Morbark Model 1300 with a 13 ft diameter tub, self contained mounted on a 43 ft long wheeled trailer. Tub gri nder can be NEW OR USED, no older than a 2002 model with no more than 7000 operating hours. NOTE: This type and model is being listed as a baseline reference only. Machine must be fully operational, in good condition, available for immediate delivery and set-up at Aberdeen Proving Ground on/about 17 August 2007, QUANTITY: 1. Vendor shall include an operations training session for a minimum of 4 hours the day of installation. Government shall reserve the right to inspect the tub grinder prior to acceptance to assure it is in good operational condition. Service and parts support for the Tub Grinder shall be provided within 24 hours after notification by the government; CLIN 0002  Rates for service labor (per hour rate) and possible parts cost (MSRP plus any discount or mark-up rate) shall be listed if needed for CLIN 0001. NOTE: SHIPPING CHARGES/FREIGHT SHALL BE INCLUDED, FOB DESTINATION TO US ARMY ABERDEEN TEST CENTER, APG, MD 21005. ACCEPTANCE SHALL BE AT DESTINATION. NOTE: EXPEDITED DELIVERY IS A REQUI REMENT AND WILL BE ONE OF THE FACTORS IN EVALUATING QUOTES FOR THIS EFFORT BECAUSE THIS ITEM IS NEEDED ASAP TO MEET COMMAND REQUIREMENTS  DELIVERY IS REQUESTED ON OR ABOUT 17 AUGUST 2007. Please list availability/delivery date on quote, as well as, if it em is new or used. Please contact the POC listed below if you have any further questions. In accordance with FAR 52.212-2 Evaluation  Commercial Items (Jan 1999), the contract will be awarded to Lowest Price Technically Acceptable (LPTA). The technical evaluation will be a determination as to equality of the product and shall be based on infor mation furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the quotation. To ensure sufficient information is available, vendors are requested to provide descriptive material such as illustrations, drawings, or other information necessary for the Government to determine whether the product meets the salient characteristics of the requirement. The Government will award a contract to the offeror whose offer conforms to this solicitati on and will be most advantageous to the Government, price and other factors considered (such as urgent delivery requirement). The Government reserves the right to award on the basis of either new or used equipment. The following clauses will be incorporat ed by reference. 52.209-6 Protecting the Governments Interest When Subcontracting with contractors debarred, suspended or proposed for debarment. 52.212-4 Contract Terms and Conditions Commercial Items, 52.223-11 Ozone-Depleting Substances, 52-247-34 F.O. B. Destination. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government. The g overnment reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and DFAR 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52.212-5, Contract Terms and Co nditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
