Description
The National Archives and Records Administration is issuing this combined synopsis/solicitation for commercial items in accordance with FAR Subpart 13.5 ?V Test Program for Certain Commercial Items and FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation number is NAMA-07-Q-0077. This Request for Quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18 dated 30 June 2007. The NAICS code is 238390. The National Archives and Records Administration (NARA) requires all supplies and services necessary to shelve records storage areas in two underground Federal Records Center facilities in the Kansas City area. The Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government??s best interest to do so. If the Government chooses this alternative, the awards will be for the CLINs or combination of CLINs that result in the lowest aggregate cost to the Government, including the assumed administrative cost. For the purposes of this procurement, there would, at most, be two awards broken down as follows: Lee??s Summit, MO, CLIN 0001 through CLIN 0005 and Lenexa, KS, CLIN 0006 through CLIN 0010. All qualified responsible business sources may submit a quote which will be considered by the agency. This will be a firm fixed price contract for all supplies and services necessary to shelve a minimum of four records storage areas (bays). SHELVING UNIT QUANTITIES: (Note: The following is an edited version of the requirement. In order to submit a proposal, you will need to contact the person(s) listed below for the entire requirement.) NARA will purchase 625,000 cubic feet of shelving comprised of units 13 shelves high and units 12 shelves high. Based on our experience with shelving out underground storage areas, offerors should assume that 95% of the capacity required will be in the form of standard 30 inches deep x 42 inches wide units. To fill in around pillars and other obstructions, 3% of the capacity will be in units that are 30 inches deep x 30 inches wide, and 2% of the capacity will be in units that are 30 inches deep x 16 inches wide. WARRANTY: The Contractor must perform all work within the strict terms and conditions of all existing commercial warranties (if any) on the equipment and must not perform work that would jeopardize said warranties. INSPECTIONS: NARA reserves the right, during business hours and without notice, to inspect the Contractor??s processes, procedures, and deliverables during the performance of this work. CLAUSES AND PROVISIONS: Offerors must provide the information required by FAR 52.212-1, Instructions to Offerors ?V Commercial Items (Sept 2006). FAR 52.212-2, Evaluation?XCommercial Items (Jan. 1999) is applicable, with the following addendum: The proposed contract award will be based on a Low Cost-Technically Acceptable quote. FAR 52.212-3, Offeror Representations and Certifications?XCommercial Items (Nov 2006)-an offeror shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (j) of this provision. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. CONTRACTOR NOTE??: In order to provide timely replies to Offeror??s inquiries, all written requests should be received no later than August 23, 2007. The Government will reply promptly to inquiries received during the time frame as cited above, but will not extend the closing date merely because of late submittal of questions. Quotes for services described above are due by 1:00pm E.S.T. Quotes must include the solicitation number, discount/payment terms, identification of any special commercial terms, and must be signed by an authorized company representative. It is critical that Offerors provide adequate detail to allow evaluation of their quotes (See FAR 52.212-1(b)). Offerors will be responsible for downloading their own copy of this combined synopsis/solicitation and amendments, if any.
