Description
This is a combined synopsis/solicitation issued pursuant to Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quotes (RFQ) and will be awarded utilizing Simplified Acquisition Procedures based on lowest price technically acceptable. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The NACIS code for this solicitation is 541380 and the small business size standard is $6.5 million. This requirement is set-aside for small businesses. The Biomedical Research Center (BRC) is presently under construction at the Bayview Medical Campus, Baltimore, MD 21224. Completion is schedule for September 2007. A complete cleaning and decontamination of the vivarium is required prior to the National Institute on Aging relocating its animal colonies into the BRC. Only selected areas in the vivarium will be cleaned and decontaminated. All walls are either block or sheetrock, covered with epoxy paint. Ceilings are 10' high and are inlayed 2' x 4' FRP sealed and covered with epoxy paint. Floors are concrete and covered with an epoxy finish/. There are only a few drains located primarily in the washroom area. Contractors shall submit a quotation which includes a description of how you will accomplish the complete cleaning; decontamination; initial and post decontamination microbiological validation of the NIH BRC. A description of the chemical products for achieving cleaning and decontamination of the animal facility as well as the microbiological monitoring needed for initial/post validation. A breakdown of pricing including products and labor and expenses. Contractor shall provide the following: Past work experiences performing cleaning/decontamination of vivariums; certification of training your staff has received to accomplish this type of work; Standard Operating Procedures (SOP's) and products you shall use for micro-biological sampling and monitoring prior to and after cleaning. SOP's and products you shall use for cleaning a vivarium and SOP's and products you shall use for decontaminating a vivarium. Contractor shall provide expected time for completion of work and testing and a break down of individual cost and the total cost for this work. Contractors can request a walk-thru of the premises and request a copy of drawing and room dimensions. Only contractors who have scheduled an appointment shall be permitted to walk-thru premises. Walk-thrus must be scheduled before the closing date no appointments will be scheduled after the closing date. Delivery shall be FOB Destination to the National Institute on Aging, 5600 Nathan Shock Drive, Baltimore, Maryland 21224. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the lowest price technically acceptable offer. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items. Vendors who are not registered in the Central Contractor Registration (CCR) database prior to award will not be considered.
