- This is a combined synopsis/solicitation issued pursuant to Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quotes (RFQ) and will be awarded utilizing Simplified Acquisition Procedures based on lowest price technically acceptable. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The NACIS code for this solicitation is 541380 and the small business size standard is 500 employees. This requirement is set-aside for small businesses. The objective of this work is to formulate i.v. clinical trial materials that will be used in the fenoterol clinical trial. The contractor shall Formulate and Produce glass vials filled with solution of the following substances: Racemic Fenoterol Hydrobromide, R,R' - Fenoterol Fumarate and S,S'- Fenoterol Fumarate. Contractor shall insure purity and stability of the resulting dosage including all of the paper work required for FDA and IRB approval. Delivery shall be FOB Destination to the National Institute on Aging, 5600 Nathan Shock Drive, Baltimore, Maryland 21224. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the lowest price technically acceptable offer. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items. The following additional FAR clauses apply to this solicitation and offerors may obtain full text versions of these clauses electronically at (http://www.arnet.gov/far). 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.222-19 Child Labor - Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities; 52.222.26 Equal Opportunity; 52.222-36 Affirmative Action for Workers with Disabilities; 52.225-1 Buy American Act-Supplies; and 52.225-13 Restriction on Certain Foreign Purchases. Vendors who are not registered in the Central Contractor Registration (CCR) database prior to award will not be considered.
