Description
This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), PRD Caribbean Field Office, located in Boquer?n, PR for the creation of educational pamphlets about hooked seabirds and wildlife sanctuaries in the U.S. Virgin Islands (USVI). This constitutes the only Request for Quote (RFQ), written offers are being requested; and a written RFQ will not be issued. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. This notice is hereby issued as RFQ No. NFFN5300720613CMM. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18. The line item(s) will be provided in accordance with the specifications listed herein. The prices shall be all inclusive of costs. The FAR clauses incorporated into this acquisition shall be: 52.212-1 Instruction to Offerors ? Commercial Items (Nov 2006), 52.212-3 Offeror Representations and Certifications ? Commercial Items (Nov 2005), 52.212-4 Contract Terms and Conditions ? Commercial Items (Feb 2007), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Jun 2007) (Sections 5, 15, 16, 18, 19, 21, 28, 33, (c) (1), (c) (2), and (c) (4)), 52.247-34 F.O.B. Destination (Nov 1991). The following Commerce Acquisition Regulations (CAR) are also incorporated into this acquisition: 1352.201-70 Contracting Officer?s Authority (Feb. 2005), 1352.211-70 Statement of Work/Specifications (Mar 2000), 1352.215-70 Period of Performance (Mar. 2000) {the period of performance of this contract will be from date of award and continue through June 30, 2008}, 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (Mar 2000) {The Government will award a purchase order resulting from this request to the responsible firm whose quotation conforming to the request results in the best value to the Government price and other technical factors considered. Written information that demonstrates firm?s technical ability, experience, and knowledge to meet or exceed the Governments requirement as described herein. 2. A list of references including name and telephone numbers of firms to whom the offeror has provided service that is the same or equal to that described herein. 3. A completed price schedule for all line items identified in this notice. 4. FAR provision 52.212-3 Offeror Representations and Certifications ? Commercial Items (completed), or a statement verifying that this has been done through ORCA. 5. Certification of registration in CCR. This is a firm fixed price request for quote. SCOPE OF WORK INTRODUCTION: The purpose of this contract is the creation of educational materials regarding procedures to follow when seabirds are found that have been injured by fishing fear and regarding the location, purpose, and regulations pertaining to wildlife sanctuaries in the U.S. Virgin Islands (USVI). Two educational pamphlets will be created, one for hooked seabirds and one for wildlife sanctuaries. The pamphlets will be distributed to commercial and recreational fishers and tourists in USVI by the National Marine Fisheries Service (NOAA Fisheries) and the Department of Planning and Natural Resources (DPNR), Divisions of Fish and Wildlife and Environmental Enforcement. This project is part of a 3-year effort to provide enforcement officers and other local agency partners with educational materials for outreach activities with the public and fishers and tourists in particular. This contract will support local efforts to strengthen enforcement, increase public awareness, and reduce the impacts of overfishing, which are focal areas of the Coral Reef Task Force, and the USVI Local Action Strategy. BACKGROUND: In order to minimize impacts to marine resources and to create consciousness regarding the importance of conserving these resources, NOAA Fisheries, in partnership with the DPNR, has conducted fishers workshops and outreach activities with enforcement officers, created a number of educational materials specific to USVI, and provided USVI enforcement officers with field guides and other reference materials for use during interventions with the public related to violations of fishing and marine resource conservation regulations. The creation of additional educational materials will complement these multi-year efforts. The Division of Fish and Wildlife of DPNR is responsible for the management of the wildlife sanctuaries, as well as the protection of seabirds in cooperation with other federal agencies. The Division worked with NOAA Fisheries on a previous project to create the ?U.S. Virgin Islands Recreational Fishing & Boating Information Pamphlet,? which contains a section on handling hooked seabirds and a section on offshore islands and cays with information about the designation of the 33 cays owned by the territorial government as wildlife sanctuaries. NOAA Fisheries Pacific Islands Regional office, Sustainable Fisheries Division, published ?A Fisherman?s Guide to Hawaii?s Seabirds? with instructions on handling seabirds injured by fishing gear. DPNR Division of Fish and Wildlife is interested in a similar pamphlet specific to USVI, which is part of this project. This project is being initiated as a component of NOAA Fisheries? efforts on behalf of the Coral Reef Task Force established by President Clinton in June 1998 through Executive Order #13089. The Executive Order, identified as Coral Reef Protection, seeks to ?preserve and protect the biodiversity, health, heritage, and social and economic value of U.S. coral reef ecosystems and marine environment.? SCOPE: Start date: Date of award End date: June 30, 2008 In order to meet the objective of this contract the contractor shall complete the work in two distinct tasks: pre-production and production. Short-term results will consist of the production of two bilingual educational pamphlets regarding procedures to follow when seabirds are injured by fishing gear and the wildlife sanctuaries in USVI. Long-term results will consist of an increase in public awareness of the presence and importance of wildlife sanctuaries in USVI and a resultant decrease in recreational impacts to these resources. The project operation must be conducted in order to carry out the technical tasks described in this document within the established timeframe. The contractor must report any problems or complications that may arise during the realization of each task that could affect the timetable. TECHNICAL TASKS: In order to meet the objectives of this contract, the contractor shall perform the following work in two distinct phases: pre-production and production. Task I. Pre-Production The contractor shall work with DPNR Division of Fish and Wildlife, Bureau of Wildlife and NOAA Fisheries to create a content outline for each of the bilingual pamphlets. The outline for the hooked seabird pamphlet will identify different seabirds in USVI, potential impacts to these species from fishing gear, and procedures for handling injured birds. The outline for the wildlife sanctuaries pamphlet shall identify the sanctuaries, their location, terrestrial and marine resources in and around them, and regulations for their protection. The contractor shall submit a draft of each outline in electronic form to NOAA Fisheries Caribbean Field Office for review and comment. The contractor shall edit the content outlines based on comments received from NOAA Fisheries. The final product of this task shall be a final content outline for each pamphlet in Spanish and English. Task II. Production The contractor shall use the final bilingual content outlines to obtain photos and other graphics for the pamphlets as necessary. NOAA Fisheries may provide some photos taken by staff of the Caribbean Field Office to be used in the pamphlets, as applicable. The contractor shall provide a complete draft of each bilingual pamphlet in electronic form to NOAA Fisheries Caribbean Field Office for review and comment. The contractor shall edit the layout, graphics, and text of each in accordance with comments from NOAA Fisheries. The final product of this task shall be a final layout of each bilingual educational pamphlet, including text and graphics, and final product design. The contractor shall submit two copies of the final product in electronic form to NOAA Fisheries for printing. Thus, the final product must be of high quality and in a format created in a program such as InDesign that the majority of printers can utilize for creating a final document. SPECIAL CONSIDERATIONS: The contractor must carry out the work described in each technical task. The project must be completed in the timeframe stipulated in this document. If it is not possible to complete the project within the allotted time, it is the contractor?s responsibility to inform the work assignment manager. It is left to the discretion of the contractor to subcontract services in order to complete the work assignment. Payment will be based on the demonstration of work completed as specified in each task description in this work assignment. IT SECURITY REQUIREMENT: The Certification & Accreditation requirements of clause CAR 1352.239-73 Security Requirements for Information Technology Resources (October 2003) does not apply, and a Security Accreditation Package is not required.
