No. 105314 Reference Number: NHLBI-PB-EB-2007-219/JNB Solicitation Type: Other Than Full and Open Competition Item: Computer Storage Device Manufacturing THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) http://www.nhlbi.nih.gov , intend to award a single, fixed priced purchase order on a noncompetitive (sole source) basis to Network Appliance Federal Systems, 8405 Greensboro Dr., Suite 100, Mclean, VA 22102, for the purchase of computer storage device equipment to improve the disk performance of the Integrative Computational Biology Lab (ICBL)?s research computing systems, located in Rockville, Maryland. This acquisition is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-13. The total contracted dollar amount, including options will not exceed $5 million. This action is under the authority of 41 U.S.C. 253?), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplier or service will satisfy requirements. The reference number for this announcement is NHLBI-PB-EB-2007-219/JNB. The acquisition is being conducted as noncompetitive, with no set aside restrictions . The North American Classification System (NAICS) code applicable to this requirement is 334112 and the associated small business size standard is 1000 people. Market research conducted by the Government has determined that the Network Appliance Federal System is the only source with the capability to provide the Information Technology supplies to support the infrastructure upgrade in support of the Integrative Computational Biology Lab (ICBL) computing environment, and to improve the disk performance of the research computing systems. As part of the upgrade, the Network Appliance file server will be upgraded from a single server to a clustered, highly available configuration. It will also double the transfer rate and increase the I/O configuration from 1 gbps to 8 gbps. The sole source determination is based upon the fact that the Network Appliance Federal Systems company is the manufacturer of most of the equipment, and because of this fact, could insure that the equipment hardware and software would be compatible and efficient. This notice does not constitute a request for proposal (RFP) and submission of any information provided in response to this announcement is purely voluntary, and the Government assumes no financial responsibility for nor costs incurred. This notice of intent is not a request for competitive proposal, however all responses received within (10) days after publication will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
