Description
Department of the Air Force, AFSAC ? Air Force Security Assistance Center, 1822 Van Patton Drive, Wright-Patterson AFB, Oh 45433-5337 The Air Force Security Assistance Center (AFSAC) is issuing the attached Request for Proposal (RFP) to provide Emergency Airfield Lighting (EALS) for nine (9) air bases, twenty-one (21) EALS Transport Vehicles, Program Management, and any associated training for the Taiwan Air Force (TAF). A Statement of Objective (SOO) is attachment 1 to the RFP. The contractor is required to prepare the Statement of Work, based on the SOO, for this effort. The anticipated contract will be a Small Business Set Aside, firm-fixed price and the period of performance will be for two (2) years starting approximately 28 Sep 2007. Because this effort was previously issued under RFP FA8630-07-R-5046, listed below are several questions that were received and answered. 1. Question: Does the TAF require any improvements. Answer: Yes. The TAF wants the updated EALS Remote Start Kit included in this effort. 2. Question: Will the Government supply the master patterns (art work) for these circuit boards? Answer: The complete drawing package may be requested from the following POC: EALS Program Office located at Warner Robins AFB Val Ward, Program Manager (478) 222-1616 OR Mikeal Young, Engineer (he may be easier to reach than Val) (478) 222-1946 3. Question: If the equipment that is provided has proven to meet the environmental requirements via previous USAF approved environmental test results, will it be necessary to environmentally test the equipment again? Answer: No. 4. Question: If the material to be provided has not been previously tested, will the Air Force require testing prior to delivery? Answer: No. 5. Question: Do all changes in components need to be verified by the USAF? Answer: Yes. 6. Question: Are detailed drawings for the remote start kit available for the current production MEP-805B generators? Answer: Yes, see the answer to question number 2. 7. Question: Will the USAF provide FAT procedures for the critical items such as PAPI alignment, regulator testing, control panels and strobe testing? Answer: Yes. 8. Question: Regarding the SOO requirement for a two week site survey at the nine bases, what is the actual requirement for performance of this survey? Answer: The requirement is to verify specific differing site conditions at each of the nine bases, taking into account training classrooms at each site as well as the availability of a 2500 foot runway. 9 Question: Will the TAF require us to provide a report of potential obstructions and location of possible landing areas or is the survey more of a ?get acquainted? visit without a physical survey? Answer: A physical site survey is required but no report is needed after the conclusion of the site survey. 10. Question: Per CLIN 0005AB Program Management Review #1, what is the planned location for the first PMR?
