Description
After Hours Medical Answering Service. A notice used to identify and set aside an acquisition for a service-disabled, veteran-owned small business (SDVOSB) was previously posted. This SDVOSB set-aside has been dissolved. The United States Air Force Academy (USAFA) intends to solicit competitive proposals to provide an after hours answering service for phone calls directed to Air Force Academy Primary Care Managers. The contractor will also be responsible for monthly reports providing detailed information per a statement of work. This will be a non-personal service contract where the contractor shall provide all personnel, supervision, equipment, materials, and other items to provide an after hours medical answering service. Awardee must be prepared to handle up to 1200 calls per month on occasion, with the majority of work being 300 ? 500 calls per month. A Firm-Fixed Price contract with a fixed monthly rate is contemplated. A contract with a base period and four (4) option years is anticipated. Planned contract performance is base period from date of contract award to 30 June 2008 and option periods running 1 July 2008 through 30 June 2012. The applicable North American Industrial Classification System (NAICS) Code and size standard is 561421 and $6.5M, respectively. Release of the Request For Proposal (RFP) on FedBizOpps is anticipated on 15 August 07, with proposals due approximately 10 days after release. This will be a 100% Small Business Set-Aside. Clause 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
