- The U.S. Army Joint Munitions and Lethality Life Cycle Management Command, Picatinny Arsenal, NJ 07806-5000 has a requirement for carrying out a series of tests utilizing Fiber Optic Weigh-In-Motion (WIM) sensors in order to certify and provide feedback for improvement so that the fiber optic WIM sensors can be considered to screen and identify vehicles for potential Improvised Explosive Device (IED) threats. The Contractor shall provide the necessary personnel to carry out the tests described in the Statement of Work. The Contractor shall be responsible for the operation of the sensors and shall remove the sensors from the test site at the conclusion of the tests. The Contractor shall test fiber optic WIM sensors under conditions which include a variety of vehicles running with various speeds, under different loading conditions. The tests shall be carried out at test site to be specified by ARDEC scientist working in this project. The test site could be either at Picatinny or at the Army Cold Region Research Engineering Laboratory (CRREL), Hanover, NH, depending on the availability of the facilities along with the necessary infrastructure for testing. The Contractor shall travel as necessary. The Contractor shall perform preliminary tests and modeling of the fiber optic WIM sensors, prior to the on-site tests at specified location. The Contractor shall determine experimental setup and accessories for the on- site tests Based on the results from the preliminary tests and modeling of the fiber optic WIM sensors. This task shall be carried out in close consultation with ARDEC scientists and in full consideration of the field-testing facility setup and physical layout at Picatinny, or at CRREL depending upon the availability of other infrastructures. The Contractor shall conduct tests with the WIM sensors. Based on these tests, Contractor shall correct any problems and/or deficiencies. The Contractor shall convert the sensor output into relevant weight and weight distribution parameters for data presentation. The government intends to award a Firm Fixed Price, Sole Source contract in the amount of $15,000 to Stevens Institute of Technology, located at 1 Castle Point Terrace, Hoboken, NJ 07030-5906, under the authority of 10 U.S.C. 2304(c)(1) (A), as implemented by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This sole source position is predicated on Stevens Institute of Technology???s unique capabilities that are required for testing and evaluating the Fiber Optic WIM Sensors as one of the possible indicators of a Vehicle Borne Improvised Explosive Device (VBIED). These sensors are one of a kind prototype sensors and are not readily available, as they were specially created by a professor and coworkers at the Applied Electronics Laboratory located at Stevens Institute of Technology. Therefore, the efforts to be performed under this contract can only be accomplished by Stevens Institute of Technology and its personnel. All responsible sources, however, may submit a proposal that shall be considered by the agency.
